That the President and Directors are individually liable for all contracts until one- half of the capital stock shall be subscribed for and paid in. Which was read and adopted, and the bill Was read the second time. Mr. Tome, from the committee on Finance, reported a bill to provide for the better collection and disbursement of taxes in Allegany county. Which was read the first time, and referred to the com- mittee on Judicial Proceedings. Mr. Earle, from the committee to which was re-committed the bill to enfranchise J. West Thompson, Reported it without ammendment. Mr. Davis, of Caroline county, submitted the following amendment: Strike out in section 2, all after the word "effect;" and insert in lieu thereof the word " upon the repeal of the Re- gistry law;" Which was read and adopted by yeas and nays as follow: AFFIRMATIVE.
