A communication was received from His Excellency Gov-
ernor Swann, endorsed, "on Executive business."
Mr. McMaster submitted the following message:
BY THE SENATE,
February 5, 1866.
Gentlemen of the House of Delegates:
We have received your message proposing a joint session of
the two Houses at 2 o'clock P. M. to-day, and concur therein.
By Order,
C. HARWOOD,
Secretary.
Which was read, assented to, and sent to the House of Dele-
gates.
Mr. Stephenson submitted the following amendment:
At the end of section 10 add, "Provided, that no raft of
logs or any part thereof, consisting of more than ten logs,
shall be charged with more than half boomage, provided the
owners take the raft out at their own expense,"
Which was read and adopted.
Mr. Stephenson submitted the following amendment:
Section 11, line 2, strike out all after the word "by," and.
insert, "some State Inspector of Lumber or his deputy,"
Which was read and rejected.
Mr. McMaster submitted the following amendment:
Section 11, line 3, after the word "Corporation," insert
the words "and owners of said logs or lumber;"
Which was read and adopted.
Mr. Ohr submitted the following amendment:
Section 10—"Provided, that the charge on sawed lumber
shall not exceed one dollar and fifty cents per thousand feet."
Which was read and adopted.
Mr. Stephenson submitted the following amendment:
Section 13, insert at the end thereof the following: "and if
said corporation shall fail, except from. unavoidable circum-
stances, to secure such logs, masts, spars, timber, boards or
other lumber for the person or persons so sending and noti-
fying them, the said company shall be responsible to the
owner or owners of said lumber for its full value;
Which was read and adopted.
