The Clerk of the House of Delegates delivered the follow-
ing message;
BY THE HOUSE OF DELEGATES,
February 2, 1866.
Gentlemen of the. Senate:
We have received your message requesting the return
of a bill entitled, an Act to incorporate the Merchants'
Steamship Company, and herewith transmit the same.

Mr. Davis, of Caroline, moved to suspend the rules for the
purpose of considering the bill;
Determined in the negative,
Also, delivered the following message:

We respectfully request your Honorable Body to return to
this House a bill entitled, an Act to permit Wm. H. Downs
to hold the office of Justice of the Peace and Assistant
Assessor,.
