Said bill was then sent to the House of Delegates.
Mr. Trail submitted the following Joint Resolution:
JOINT RESOLUTION.
WHEREAS, by section 52, of article 3, of the Constitution,
the Governor, Comptroller and the Treasurer of the State
are authorized conjointly, or any two of them, to exchange
the State's interest as stockholder and creditor in the Balti-
more and Ohio Railroad Company for an equal amount of
the bonds or registered debt now owing by the State:
Resolved by the General Assembly of Maryland, That the
exercise of the said power by any two of the above mentioned
officers is highly disapproved by this General Assembly,
and that such exchange should not be effected without the
unanimous concurrence of all the officers above mentioned;
Which was read the first time, by special order the second
time, and ordered to be engrosed for a third reading; read the
third time by special order, three-fourths concurring, and
passed by yeas and nays as follow:
