Said bill was then sent to the House of Delegates. The President announced the second order of the day, being The bill entitled, an Act to authorize the Governor, Comp- troller and Treasurer, to exchange or sell the Bank stock be- longing to or standing to the credit of the several counties of this State, for the Free Schools or other Schools, and to invest the proceeds thereof; Which wa8 read the third time; Mr. Clarke,two-thirds concurring, submitted the following amendment: At such times and in such sums as they deem most advan- tageous to the State's interest. Which was read and adopted; and The bill passed by yeas and nays as follow:
