152 JOURNAL OF PROCEEDINGS [Feb. 1, On motion of Mr. Trail, Ordered, That the bill relating to Public Instruction re- ported from The committee on Education, be made the order of the day for Friday evening the 2d instant at 8 o'clock. Mr. Wells, from the committee on Judicial Proceedings re- ported a bill to repeal the twenty-sixth section of article four of Public Local Laws, entitled, "Tobacco," and to re-enact the same with amendments; Which was read the first time. The resolutions proposing to amend the tenth section of article two of the Constitution of the State; Were read the second time and ordered to be engrossed for a third reading; And were read a third time, three-fourths concurring, and passed by yeas and nays as follow:
Said resolutions were then sent to the House of Delegates. The hour having arrived for considering the order of the day; The chair announced the Assessment bill. Mr. Billingslea, of Carroll, moved to re-consider the vote upon the engrossment of the bill; Determined, in the negative by yeas and nays as follow:
