1866.] OF THE SENATE. 147 Mr. Trail offered the following order: Ordered, That the bill reported by the Committee on Ed- ucation, amending, &c., the act of 1865 relating to Public Instruction, be made the Order of the Day for Thursday,. 1st, February, at 1 o'clock, P. M. Which was read and rejected. On motion of Mr. Lansdale, The Senate resumed the consideration of the bill entitled,. an Act to incorporate the Chesapeake Bay and Potomac- River Water Canal Company. Mr. Lansdale submitted the following amendment: After the word "Maryland," add, "No tolls or tax whatever for the use of the water of said canal or the works thereon. erected, shall at any time hereafter be imposed by the State of Maryland, excepting upon such real estate as said company may acquire, other than the right of way and water for said canal;" Which was read and adopted. Mr. Frazier submitted the following amendment: Be it enacted, That the General Assembly reserves to itself the right to alter, amend or appeal this Act at pleasure; Which was read and adopted. On motion of Mr. Lansdale, The Senate reconsidered, the vote adopting the amendment And it was rejected. And the bill was read the second time and ordered to be engrossed for a third reading; Read the third time by special order, three-fourths concur- ring, and passed by yeas and nays as follow:
