On motion of Mr. Tome,
Leave was granted the Committee on Corporations to re-
port a hill to incorporate the Cecil and Hartford counties'
Boom company.
On motion of Mr. Whitney,
Leave was granted Messrs. Whitney, Eaton and Turner to
report a hill to provide for the deepening of the Harbor of
Baltimore.
On motion of Mr. Turner,
Leave was granted the Committee on Corporations to re-
port a bill supplementary to an act, entitled, "An Act to in
corporate the Ben. Franklin Fire Insurance company."
On motion of Mr. Tome,
Leave was granted the Committee on Judicial Proceeding's
to report a bill to amend and re-enact section 13 of article 29
of the Code of Public General Laws relating to the inspection
of records by the judges of the several counties,
A communication was received from his Excellency, Gov-
ernor Swarm by the hands of Peter Leary, Jr., Esq., Private
Secretary, covering the returns of special elections ;
Referred to the Committee on Elections.
Also a communication endorsed, "On Executive Business."
Mr. Billingslea, of Carroll, submitted the following mes-
sage :
BY THE SENATE,
January 12th, 1866.
Gentlemen of the House of Delegates:
We propose with your concurrence the appointment of a
joint special committee composed of one from the Eastern
Shore, one from the Western, and one from the city of Bal-
timore to act with the committee already appointed by the.
House, on the subject of a revaluation and reassessment, of
the the real and personal property of the State. We appoint
on the part of the Senate, Messrs. Billingslea, of Carroll,
Turner and McMaster,

C. HARWOOD,
Secretary.
Which was read, assented to and sent to the House of
Delegates.
