opinion that the "registration law had not been carried into effect
in this district, and that no list of qualified voters, under it had
been furnished us according to law, did adjudge it was our duty
to hold the election under the second section of the 1st Article of
the Constitution, and that we continued the polls open until six
o'clock in the evening of the same day, when they were closed,
the ballot box opened and the ballots publicly counted, when it
appeared that John R. Franklin had two hundred and eighteen
votes for Judge "of the Circuit Court, and that Thomas A. Spence
had one hundred and eighteen votes for Judge of the Circuit
Court, and that William Howard had two hundred and twenty-
three votes for Sheriff of Somerset County, and that Joseph
Coulbourn had one hundred and twelve votes for Sheriff of Som-
erset County, and that George Davy had two hundred and twen-
ty-eight votes for Commissioner of Somerset County,.and that
John E. Fontaine had two hundred and twenty-eight votes for
Commissioner of Somerset County, and that William J. Langrall
had two hundred and twenty-one votes for Commissioner of Som-
erset County, and that James Phoebus had one hundred and six-
teen votes for Commissioner of Somerset County, and that
Thomas B. Moore had one hundred and seven votes for Commis-
sioner of Somerset County, and that James R. Rayfield had one
hundred and four votes for Commissioner of Somerset County,
and that Thomas J. Turpin had two votes for Commissioner of
Somerset County, and that William F. W. Miles had two hun-
dred and twenty-eight voles for County .Surveyor of Somerset
County, and that C. C Donoho had one hundred and four votes
for County Surveyor of Somerset County. In testimony whereof,
we hereunto subscribe our names and affix our seals this seventh
day of November, eighteen hundred and sixty-five.
