On motion of Mr. Billingslea, of Carroll,
Ordered, That hereafter, the Order of the Day shall be
taken up at 12 o'clock M., unless the regular order of busi-
ness be sooner disposed of; when the Order of the Day shall
at once be taken up.
Mr. Whitney, from the Committee on Printing, submitted
the following report:
The Committee on Printing respectfully report that they
have contracted with Daniel M. Moore for indexing the Jour-
nal of Proceedings of the Senate for the sum of two hundred
dollars, to be paid when the work is completed.
Respectfully submitted,

Chairman.
Which was read and adopted.
Mr. Wells, from the committee on Judicial Proceedings,
to which was referred the bill to amend section 10, article 2,
of the Constitution of the State ;
Reported it with an amendment in the form of a joint res-
olution, proposing to amend the tenth section, of Article 2,
of the Constitution.
"Which was read the first time.
Mr. Wells, from the committee on Judicial Proceedings,
to which was referred the bill, to amend the thirty-first sec-
tion, of Article 26, of the Public General Laws entitled,
"Corporation ;"
Reported said bill "ought not to pass."
The report was adopted, and the bill rejected and returned
to the House of Delegates.
Mr. Wells, from the committee on Judicial Proceedings,
to which leave was granted, reported a bill explanatory of
the acts of 1865, chapter 6, and 1864, chapter 194, and to
impose storage upon certain tobacco now exempt therefrom ;
Which was read the first time.
Mr. Tome, raised the following point of order :
The Chair, having decided that the asking a leave and ob-
taining the leave is to be held as the origin of the bill, and
such bill may be reported without the prohibited ten days,
from which decision the Senator from Cecil, begs leave to
appeal.
