On motion of Mr. Trail, the question upon the appeal
was laid over.
The hour having arrived for considering the order of the
day ;
On motion of Mr. Clarke, it was postponed for ten min-
utes. .
Mr. Clarke, from the Select committee, reported the fol-
lowing bills :
. A bill to authorize the County Commissioners for Prince
George's, Charles', St. Mary's and Calvert Counties, to sub-
scribe to the capital stock of the Baltimore and Potomac and
Washington and Point Look Out Rail Road Companies.
A bill to authorize the Judges of the Orphans' Courts, in
the several counties who have charge of the school fund, to
pay out of any money in their hands belonging to the said
funds to the present Registers of Willis, under the Constitu-
tion of 1851, for their services a reasonable compensation in
keeping the school fund.;
Which. were read the first time.
Mr. Wells, from the committee on Judicial Proceedings,
to which was referred the hill to amend the 30th and 32d sec-
tions of the 5th Article of General Laws;
Reported said bill "ought not to pass."
The report was adopted and the bill was rejected.
Mr. Clarke, from the select committee, to which was refer-
red the bill to restore to the full rights of citizenship all per-
sons disqualified by the 4th section of Article 1, of the Con-
stitution from voting, and from holding any office of honor,
profit or trust, under the laws of the State;
Reported said bill ought not to pass,
Also, submitted the following report.

The bill and report were ordered to be printed.
Mr. Billingslea, of Carroll, from the select committee, re-
ported a bill to prohibit the sale of liquor at or near Falls-
town, or the Post Road from Fallstown to Magnolia;
Which was read the first time.
Mr. dark, from the select committee, reported a bill to
authorize the Governor, Comptroller and. Treasurer to sell the
State Tobacco Warehouses and invest the proceeds for the use
and benefit of the tobacco counties;
Which was read the first time and ordered to be printed.
