Said bill was then sent to the House of Delegates. Mr. McNeal submitted a report and joint resolutions upon the Library: Mr. Vickers moved to lay them upon the table; Determined in the negative. The report and resolutions were then read the first time. Mr. Tome, from the committee on Finance, reported a bill entitled, an Act appropriating a sum of money to the Union Orphan Asylum of Baltimore city; Which was read the first time, and, On motion of Mr. Tome, It was read the second time, by special order, three fourths concurring, and ordered to be engrossed for a third reading.
