THE house met. Present the same members as
on yesterday, except Mr. William Beatty.
The proceedings of yesterday were read.
The report on the petition of Eleanor Shuman, was
read the second time, concurred with, and
leave given to bring in a bill pursuant thereto. ORDERED, That
Mr. Ridout, Mr. Quynn, junior,
and Mr. Brother, be a committee to prepare and bring in the same.
A petition from sundry inhabitants of Charles county,
praying an act may pass for laying out a
road from the lower end of Cornwallis's Neck to the head of Mattawoman
creek, was preferred,
and read the first and second time, agreed to, and leave given to bring
in a bill pursuant to the
prayer thereof. ORDERED, That Mr. Digges, Mr. Brome and Mr. Wilson,
be a committee to
prepare and bring in the same.
On the second reading of the answer reported by
the committee of conference to the governor's
address, the question was put, That the following clause be struck
out? " Should the intrigues of
foreign emissaries, local and contracted views, unfounded jealousies
or partialities, at any time
hereafter delay or obstruct the adoption of measures tending to the
public good." The yeas and
nays being required, appeared as follow:

On motion, the question was put, That the house reconsider
the first clause in the said answer?

The answer being read throughout, the question was put,
That the house agree thereto, as
amended? Resolved in the affirmative.
On motion, the question was put, That the house assent
to the resolution contained in the report
of the committee of conference? Resolved in the affirmative.
A petition from sundry inhabitants of Charles county,
praying an act may pass for laying out a
road from Bean-town, through the forest to Port-Tobacco, was preferred,
read, and referred to
Mr. Chapman, Mr. Digges, Mr. Baker, Mr. Key and Mr. Handy, to consider
and report thereon.
A petition from Joseph Clarke, of Baltimore, praying
an act of insolvency, was preferred, read,
and referred to the committee appointed on petitions of a similar nature.
On motion, ORDERED, That the printer to the state strike
one hundred copies of the several
papers accompanying the agent's report, for the use of the general assembly.
A petition from Benjamin Boyd, of Montgomery county,
praying an act of insolvency, was preferred,
read, and referred to the committee on petitions of a similar nature.
The bill for the relief of person composing the eighth
regiment of the militia of this state,
was read the second time, passed, and sent to the senate by the clerk.
A petition from Joseph Wallace, executor of George Wallace,
deceased, of Cæcil county,
praying the title of a lot of one acre, known by No. 26, in Cæcil
county, may be confirmed in
the heirs of the said George Wallace, deceased, was preferred, read, and
referred to Mr. Hollingsworth,
Mr. Key and Mr. Wallace, to consider and report thereon.
The bill to lay out certain roads and authorising certain
public landings in Worcester county,
was read the second time and passed.
The house adjourns till to-morrow morning 9 o'clock.

November 26, 1796.
THE house met. Present the same members as
on yesterday, except Mr. Bennett. The proceedings
of yesterday were read.
Mr. Chapman, from the committee, brings in and delivers
to the speaker a bill, entitled, An act
to incorporate the Roman catholic congregation worshipping at the church
of Saint-Mary, in the
vicinity of Bryan-town, in Charles county; which was read the first time
and ordered to lie on the table.
A petition from sundry inhabitants of Anne-Arundel and
Baltimore counties, praying an allowance
for repairing a bridge over Patapsco Falls, below Ellicott and company's
mills, was preferred,
read, and referred to Mr. J. C. Thomas, Mr. Ridgely, Mr. Calvert, Mr. Digges
and Mr. Ridout,
to consider and report thereon.
On motion, Leave given to bring in a bill to erect Baltimore-town,
in Baltimore-county, into a
city, and to incorporate the inhabitants thereof. ORDERED, That Mr.
Key, Mr. McMechen,
