    Mr. Speaker laid before the house a letter from the council of this day, respecting their proceedings
during the last year under the laws and resolutions of the last session, and a report from the auditor-general,
with a statement of the western shore treasurer's account, and an estimate of the state debt.

The Honourable the GENERAL ASSEMBLY of MARYLAND.
        GENTLEMEN,
    THE auditor begs leave to lay before your honours the following accounts, viz.
    No. 1. Contains a statement of the western shore treasurer's account, as charged on the books of 
his office, from the first of November, 1795, to the first of November, 1796.
    No. 2. is an estimate of the state debt, made up to the first of November, 1796, by which there
appears a balance of eight hundred and seventy thousand eight hundred and ninety-seven dollars and
twenty-three cents in stock of the United States, and also the sum of thirty-four thousand five hundred 
and forty-two pounds sixteen shillings and nine-pence currency, to the credit of the state of
Maryland.

    Auditor's Office, Annapolis, November 24, 1796.
Which were read.
    The bill to incorporate the charitable marine society of Baltimore was read the second time,
passed, and sent to the senate by the clerk.
    The report on the petition of Lucy Jennings was read the second time, concurred with, and
leave given to bring in a bill pursuant thereto.  ORDERED, That Mr. Brother, Mr. Shriver, Mr.
Oneale and Mr. Key, be a committee to prepare and bring in the same.
    The report on the petition of Benjamin Moreton was read the second time, and the resolutions
therein contained assented to, and sent to the senate by the clerk.
    The bill for the relief of Christian Weaver was read the second time, passed, and sent to the senate
by the clerk.
    Mr. Wilson, from the committee, brings in and delivers to Mr. Speaker the following report:
    THE committee to whom was referred the communication of William Cooke, one of the commissioners
appointed on the part of this state to meet such commissioners as might be appointed for
the same purpose by the commonwealth of Virginia, to settle and adjust, by mutual compact between
the two governments, the western and southern limits of this state, and the dividing lines and
boundaries between this state and the said commonwealth, and also to settle and adjust any claim of
this state, or the said commonwealth, to territory within the limits of the other, report, as their
opinion, that it is desirable the business be adjusted as speedily as possible, and that from the absence
of Mr. Pinkney, and the resignation of Mr. Cooke, it has become necessary to appoint two other
gentlemen in their room, who, with the gentlemen first appointed, may carry the original intention 
into effect, and that the governor of this state be requested to inform the executive of Virginia of
any further order which may be made by the legislature in the business.  For this purpose the committee
submit to the house the following resolutions:
    RESOLVED, That Charles Carroll, of Carrollton, and Jeremiah T. Chase, be and they are hereby
appointed commissioners on the part of this state, in the room of Mr. Pinkney, absent, and Mr.
Cooke, resigned, on the subject of the western and southern limits of this state, and that they, with
the other gentlemen mentioned in the resolve of last session, have all the powers as contemplated by
said resolve.
    RESOLVED, That the governor of this state be requested to communicate without delay to the
executive of Virginia this change in appointment of commissioners on the part of this state.

Which was read.
    A petition from Henry Stevenson, sheriff of Baltimore county, and others, praying the fees of
sheriff's office may be increased, was preferred, read, and referred to the committee appointed on
the petition of David Smith, register of wills of Cæcil county.
    The clerk of the senate delivers the resolution in favour of John U. Charlton, endorsed; " By
" the senate, November 19, 1796:  Read the first time and ordered to lie on the table.
                                                            " By order,                                  A.  VAN-HORN, clk.
" By the senate, November 24, 1796:  Read the second time and dissented from.
                                                           " By order,                                  A.  VAN-HORN, clk."
    On motion, ORDERED, That the bill to dispose of Eden School, in Somerset county, and to
apply the money to the purposes therein mentioned, have a second reading on Thursday next.
    The report on the petition of Matthew Ryan was read the second time, concurred with, and
leave given to bring in a bill pursuant thereto.  ORDERED, That Mr. Quynn, junior, Mr. Brother
and Mr. Chapman, be a committee to prepare and bring in the same.
    The bill to confirm certain proceedings of the levy court of Cæcil county, and to enable said
court to lay further taxes for the support of the poor of said county, was read the second time, passed,
and sent to the senate by the clerk.
    The report on the petition of the vestry of Christ church parish was read the second time, concurred
with, and leave given to bring in a bill pursuant thereto.  ORDERED, That Mr. Brome, 
Mr. Bourne and Mr. Emerson, be a committee to prepare and bring in the same.
The house adjourns till to-morrow morning 9 o'clock.
