26            VOTES and PROCEEDINGS, November, 1796.

    On motion, Leave given to bring in a bill to incorporate the charitable marine society of Baltimore.
ORDERED, That Mr. McMechen, Mr. Ridgely and Mr. Carroll, be a committee to 
prepare and bring in the same.
    A petition from Auguste Buard, praying a divorce, was preferred, read, and referred to Mr.
Calvert, Mr. Brogden, Mr. Spencer, Mr. Digges, Mr. Robins, Mr. McMechen and Mr. Wilson,
to consider and report thereon.
    A petition from the trustees of Cokesbury college, praying they may be authorised to sell the
ground whereon the college stood in the town of Abingdon, and the remains of the building, for
the purpose of discharging the debts due by them, was preferred, read, and referred to Mr. Ridgely,
Mr. J.C. Thomas, Mr. McMechen, Mr. Prall and Mr. Jarrett, to consider and report thereon.
    A petition from Roger Trego, of Dorchester county, praying an act of insolvency, was preferred,
read, and referred to the committee appointed on petitions of a similar nature.
    A petition from Matthew Ryan, of Frederick county, an alien, praying the right of the state
may be relinquished to certain lands purchased by him, was preferred, read, and referred to Mr.
Quynn, Mr. Brother and Mr. Chapman, to consider and report thereon.
    Mr. McMechen, from the committee, brings in and delivers to Mr. Speaker a bill, entitled, An
act to incorporate  the charitable marine society of Baltimore; which was read the first time and
ordered to lie on the table.
    A petition from Benjamin Moreton, of Baltimore county, praying the chancellor may be authorised
to issue a patent to him for certain land purchased by a certain Boyce of the late intendant,
was preferred, read, and referred to Mr. Montgomery, Mr. Merryman and Mr. Ridgely, to consider
and report thereon.
    On motion, the question was put, That leave be given to bring in a bill to alter and amend the
forty-second section of the constitution and form of government, and to direct the mode of appointing
sheriffs in future?  The yeas and nays being required, appeared as follow:

So it was determined in the negative.
    Mr. Whittington, from the committee, brings in and delivers to Mr. Speaker the following report:
    THE committee to whom was referred the petition of sundry inhabitants of Worcester county,
report, that the facts therein stated are true, and that the granting the landing and road as therein
mentioned, leading from George's Island landing to intersect the main road near Sandy Hill, would
be productive of great convenience and advantage to many of the inhabitants of the said county;
therefore they are of opinion that a law should pass for the above purpose, containing such provisions
as will secure to the proprietor an ample compensation for the land which it will it will be necessary to condemn.
All which is submitted to the house.

    Which was read the first and second time, concurred with, and leave given to bring in a bill pursuant
thereto.  ORDERED,. That Mr. Wilson, Mr. Robins, Mr. Duckett, Mr. Whittington
and Mr. Corbin, be a committee to prepare and bring in the same.
    Mr. Jacob Norris, a delegate returned for Harford county, appeared, and after qualifying in the
mode prescribed by the constitution and form of government, and taking the oath to support the
constitution of the United States, took his seat in the house.
    Mr. Cellar, from the committee, brings in and delivers to Mr. Speaker a bill, entitled, An act
for the relief of the persons composing the eighth regiment of militia of this state; which was read
the first time and ordered to lie on the table.
    On motion, Leave given to bring in a bill to regulate the inspection of tobacco.  ORDERED.
That Mr. Emerson, Mr. Duckett, Mr. Hall, Mr. Ridout, Mr. Brogden, Mr. William Thomas
and Mr. Baker, be a committee to prepare and bring in the same.
    Mr. Hollingsworth, from the committee, brings in and delivers to Mr. Speaker a bill, entitled, 
An act to confirm certain proceedings of the levy court of Cæcil county, and to enable said court
to ;lay further taxes for the support of the poor of said county; which was read the first time and
ordered to lie on the table.
    ON the second reading of that part of the report of elections and privileges respecting the return
of election from Harford county, ORDERED, That the same be postponed till to-morrow.
    A petition from the vestry of Christ church parish, in Calvert county, praying they may be authorised
by law to dispose of a part of a tract of land called The Gore, containing one hundred acres,
and to apply the money arising from the sale thereof towards finishing the said church, was preferred,
read, and referred to Mr. Brome, Mr. Bourne and Mr. Emerson, to consider and report
thereon.
    Mr. Ridgely, from the committee, brings in and delivers to Mr. Speaker the following report:
