VOTES and PROCEEDINGS, November, 1796.            45

    RESOLVED, That all holders of certificates heretofore issued and funded by the state of Maryland
bring the same to the treasury of the western shore for payment of principal and interest, on or before
the first day of July next, and that no interest on any certificates heretofore issued, which shall
accrue after the said first day of July, one thousand seven hundred and ninety-seven, shall be paid
thereafter, nor the principal sum until after the end of the next session of assembly.
    RESOLVED, That such part of the five months pay due to the officers and soldiers of the Maryland
line, and due for services on board the barges, as shall not be demanded of the treasurer of the 
western shore on or before the first day of July, one thousand seven hundred and ninety-seven, be not
paid to any person or persons demanding any part of the same until after the end of the next session
of assembly.
    RESOLVED, That the treasurer of the western shore be and he is hereby authorised to pay off and
discharge the amount of principal and interest of such bills of credit of the emission under the act of
June session, one thousand seven hundred and eighty, as may be produced and brought into the
treasury on or before the first day of July next.
    RESOLVED, That if any of the holders of bills of credit emitted in virtue of the act of June session,
one thousand seven hundred and eighty, do not bring the same into the treasury of the western shore
for payment on or before the first day of July, one thousand seven hundred and ninety-seven, that all
interest from that time cease thereon, and the principal not be paid until after the end of the next
session of assembly.
    RESOLVED, That the above resolutions be published for eight weeks successively in one of the
Philadelphia and Alexandria news-papers, and in one of the Baltimore, Frederick-town, and Easton
news-papers, and the Maryland Gazette, that the creditors of the state may be notified that funds are
prepared for the discharge of their claims.

    The following message was prepared, read and agreed to, and sent to the house of delegates by
the clerk

By the SENATE, December 27, 1796.
        GENTLEMEN,
    WE are using every exertion to finish the business now before us, and expect to rise on Thursday
next.  The difficulty in transacting business to advantage at this advanced and inclement season of
the year, and the great expence already incurred by the state from the length of this session, induce
us to concur with you in the proposition contained in your message for rising on Thursday next.

    The honourable Uriah Forrest, Esquire, appeared in the senate.
    THe bill, entitled, An act to lay out and establish a turnpike road from the city of Washington to
Baltimore-town, was read the second time and will pass with the proposed amendments.
    Amendments proposed.  In the 6th line of the 1st page strike out the words " George Walker"
and insert " Marsham Waring."  In the 10th line of the 6th page strike out from the word "pass"
to the end of the clause.  In the 3d line of the 10th page strike out the words "fifty-two" and insert
"sixty-six."  In the 11th line of the same page, after the word "and" insert " that the said
road shall be made."  In the 4th line of the 12th page strike out the words "thirty-two" and insert
"forty-six."  In the 8th line of the 15th page strike out " or deface any of the said line of
trees" and insert " deface or remove any."  In the 7th line of the 17th page strike out the word
"two" and insert "four."  In the 9th line of the same page strike out the word "one" and insert
"two."  In the 11th line of the same page strike out the word "one" and insert "two."  In the same
line strike out the word "half."  In the 12th line of the same page strike out the words " two
milles" and insert " one half cent."  In the 13th line of the same page strike out the words " one
mille" and insert " two milles."  In the interlineation between the 12th and 13th lines strike out 
the words " one cent" and insert "two cents."  In the 15th line of the 20th page strike out the
words " date of the incorporation" and insert " choice of the first directors as aforesaid."  At the
end of the 16th line of the same page insert " and every second year thereafter."  In the 12th line
of the 21st page strike out the word "six" and insert "ten."  In the 16th line of the same page
strike out the word "six" and insert the word "ten."  In the last line of the same page strike
out the words " and no more" and insert as follows:  " In which increase they shall be regulated
by the net profits of the preceding year.  And be it enacted, Tat in case the said tolls, as hereby
first-established, shall, in any one year from and after the term of two years after the completion of
the said road, exceed in net profits the sum of ten per centum per annum; then the legislature may,
at any subsequent session, and from time to time, reduce the said tolls, provided that when thus reduced
they shall not yield in net profits a less sum than ten per centum per annum; and in making
such reduction they shall be governed by the average of the clear income and profits arising from the
tolls of the two years next preceding such reduction.  And be it enacted, That in case the tolls
should be increased by the said president and directors by virtue of the authority herein before given
them, and when so increased they shall exceed in net profits the sum of ten per centum per annum,
that then and in such case the legislature may, at any subsequent session, and from time to time, reduce
the said tolls, provided that when thus reduced they shall not yield in net profits a less sum
than ten per centum per annum; and in making such reduction they shall be governed by the average
of the clear income and profits arising from the tolls of the two years next preceding such reduction."

of the first directors as aforesaid."  In the 3d line of the 25th page strike out from the word "that"
