VOTES and PROCEEDINGS, November, 1796.            35

    The bill, entitled, An act for extending to the securities of Thomas Gibson, late sheriff of Harford
county, a further time to complete their collection, was read the second time and will not
pass.
    The honourable David McMechen, Esquire, brings in and delivers to the president the bill, entitled,
An act to revive an act of assembly therein mentioned; which was read the second time and
will not pass.
    On motion, the honourable David McMechen, Esquire, brings in and delivers to the president a
bill, entitled, An act to revive and continue and act for the punishment of horse-stealers and other
offenders; which was read the first and second time by especial order and will pas.
    The following message was prepared, read and agreed to.

By the SENATE, December 20, 1796.
        GENTLEMEN,
    WE have rejected your bill, entitled, An act to revive an act of assembly therein mentioned, as
not containing sufficient certainty for an act of that importance.  We have passed a bill upon that
subject, to which we request your attention.
                                                                By order,                            A.  VAN-HORN, clk.
    Which said message, together with the message respecting the resolution in favour of Daniel Bussard,
and the said resolution, the bill, entitled, An act for extending to the securities of Thomas
Gibson, late sheriff of Harford county, a further time to complete their collection, the bill, entitled,
An act to revive an act of assembly therein mentioned, and the bill, entitled, An act to revive and
continue an act for the punishment of horse stealers and other offenders, was sent to the house delegates
by the clerk.
    The clerk of hte house of delegates delivers to the clerk of the senate a bill, entitled, An act to
provide for the payment of costs of suits to which the state may be a party, thus endorsed; " By the
" house of delegates, December 5, 1796:  Read the first time and ordered to lie on the table.
                                                                " By order,                          W.  HARWOOD, clk.
" By the house of delegates, December 19, 1796:  Read the second time and will pass.
                                                                " By order,                          W.  HARWOOD, clk."
And a bill, entitled, A supplement to the act, entitled, An act directing the proceedings against
persons guilty of fornication, thus endorsed; " By the house of delegates, december 16, 1796:
" Read the first time and ordered to lie on the table.
                                                                " By order,                          W.  HARWOOD, clk.
" By the house of delegates, December 19, 1796:  Read the second time and will pass.
                                                                " By order,                          W.  HARWOOD, clk."
Which said bills were severally read the first time and ordered to lie on the table.
    The bill, entitled, An act to authorise and empower the levy court of Montgomery county to
assess and levy annually a sum of money for the support of Hannah Carter, was read the second time
and will pass.
    The resolution in favour of Gabriel Peterson Van-Horn was read the second time and assented
to.
    The bill, entitled, An act to authorise and empower the justices of the levy court of Kent county
to assess and levy a sum of money on the inhabitants of said county for the purpose therein mentioned,
was read the second time and will pass.
    The bill, entitled, An act for increasing the jurisdiction of the corporation of the city of Annapolis,
was read the second time and will pass.
    The bill, entitled, An act for the preservation of the breed of fish in Patuxent river, was read
the second time and will pass.
    The bill, entitled, A supplement to an act, entitled, An act to remove the market-house at the
head of Elk, and establish the same, and for the advancement and regulation of said town, was read
the second time and will pass.
    The resolution in favour ofd the purchasers of the Widow's Lot, in Cæcil county, was read the
second time and dissented from.
    On motion, ORDERED, That the bill, entitled, An act to provide for the payment of costs of
suits to which the state may be a party, be committed to the honourable Littleton Dennis, William
H. Dorsey and David McMechen, Esquires, to consider and report thereon.
    The bill, entitled, An act recognizing the coin of the United States, and the value of foreign
coins, as established by the acts of the congress of the United States, was read the second time and
will not pass.
    The bill, entitled, A supplement to the act, entitled, An act directing the proceedings against
persons guilty of fornication, was read the second time by especial order and will pass with the proposed
amendments.
    Amendments proposed.  In the 15th line of the 1st page strike out the word "supported" and 
insert the word "verified."  In the same line, after the word "oath," insert " or affirmation, as
the case may be."
    The bill, entitled, An act to confirm the divisions made in the city of Washington of the estate
of John Davidson, deceased, and for other purposes, was read the second time and will pass.
    The honourable John S. Purnell and James Hollyday, Esquires, have leave of absence.
    The bill, entitled, An act to ascertain the allowance to jurymen and witnesses of the general
courts, and the several county and orphans courts in this state, was read the second time and will pass.
The senate adjourns until 5 o'clock.
