committees as well as with respect to all
the committees of the Convention.
THE PRESIDENT: Thank you. I would
suggest two things — one, that you be sure
to let your officer liaison member know
this so that he can attempt to coordinate in-
terest, and I would also appreciate it if you
would let me have a memorandum so that
I know what is going on in this area.
There will unquestionably be difficulties
in which a particular subject matter is of
interest to two committees, and it would be
highly desirable to the greatest possible
extent the committee chairmen arrange in
those instances to hold joint hearings, not
only for the convenience of the public and
people who are testifying, but also for the
coordination of the work of the Convention.
It would be unfortunate to have one com-
mittee lagging behind another in considera-
tion of the same general area.
Are there any announcements by other
committee chairmen?
DELEGATE SCANLAN: Mr. President,
I want to know if Resolution No. 2 is on
the desk of the delegates at this time. This
is the resolution by Senator Della that our
committee has been asked to consider on
an emergency basis.
THE PRESIDENT: It is not. It will be
distributed within the next hour by the
pages direct to the delegates. We will see
that your Committee has copies.
DELEGATE SCANLAN: Thank you.
THE PRESIDENT: Would you state
your name, please?
DELEGATE WHEATLEY: A parlia-
mentary inquiry in regard to the com-
ments by the Chairman of the Legislative
Committee. Our committee today, in con-
sidering several matters along the line of
interrelationships, did not discuss the ques-
tion of the re-referral from one committee
to another. My question would be under
Rule 54 [58], since it is not explicit. Would
it be contemplated by the Rules Committee
that a committee could re-refer, with the
permission of the Chair, to another com-
mittee, should they find that perhaps the
area of inquiry is not directly in line with
their committee responsibility?
THE PRESIDENT: I would anticipate
that the committee could report the pro-
posal back to the Convention and it could
be re-referred.
DELEGATE WHEATLEY: Would that
be possible?
THE PRESIDENT: Yes. I would further
suggest to you that in this situation, it
would be very helpful if you can alert me
in advance. There is less possibility that I
would make a mistake and refer it to the
wrong committee if I have a little time to
think about it.
DELEGATE WHEATLEY: We were
thinking of the lines of inquiry, where we
feel it would be more aptly handled by an-
other committee.
THE PRESIDENT: This is entirely pos-
sible, and I want to emphasize in this con-
nection that I think it is clear the intent
of the rules is not to lay down such arbi-
trary lines of division among the work of
the various committees that you cannot
have this flexibility. When I read a pro-
posal, if they come very rapidly, as they did
today, I do not have the opportunity to read
them rapidly, and I might make a mistake
and refer them to the wrong committee. I
wish you would not stand on ceremony;
and if this happens, say so right away, or
if you do not know so until after the ses-
sion, call it to my attention, and we will
correct it at the next session.
DELEGATE WHEATLEY: Thank you.
THE PRESIDENT: Any other announce-
ments by committee chairmen? Delegate
Boyer?
DELEGATE BOYER: The hardworking
Committee on General Provisions will con-
tinue its deliberations immediately after the
session and again tomorrow morning at
10:00 A.M.
THE PRESIDENT: Delegate Moser?
DELEGATE MOSER: Mr. President, the
subcommittees appointed this morning by
the Committee on Local Affairs will meet,
I would say, fifteen minutes after this ses-
sion. Some members, I think, are on the
Rules Committee. There will be a meeting
of the Local Government Committee to-
morrow morning commencing at 9 o'clock.
THE PRESIDENT : Any further an-
nouncements by committee chairman?
DELEGATE GALLAGHER: Mr. Presi-
dent?
THE PRESIDENT: Delegate Gallagher.
DELEGATE GALLAGHER: The Com-
mittee on Legislative Branch will meet to-
morrow morning at 9:30 A.M., at which
time five of the members of the committee
who either are now or have been in the past
members of the legislature, will conduct a
