stipulated topics pertaining to the Constitu-
tional provisions relating to the legislative
branch.
THE PRESIDENT: Thank you.
Any other announcements?
(There was no response.)
THE PRESIDENT: I want to mention
one other thing in connection with Mr.
Morgan. As I indicated, he is in the hotel
and is resting. I am sure that all of you
would like to pay your respects through a
phone call or something, but nothing could
be more disturbing to him or cause him
more discomfort. I suggest to you that
Delegate Edward Clarke, who was with Mr.
Morgan this morning when he first felt the
discomfort very severely and who has been
with him quite constantly today, would be
a good source of information or inquiry,
and I am sure that Delegate Clarke would
be only too glad to transmit for you your
best wishes to Delegate Morgan.
Are there any delegates present now
who were not present at the roll call who
desire to note their presence? If not, the
Chair recognizes Delegate Powers.
DELEGATE POWERS: Mr. President,
I move we adjourn until 2:00 P.M. to-
morrow, Friday, September 15.
THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.
If you will remain in your seats for
just a moment, the resolution is here. The
pages will bring it to you. It will save us
sending them out.
Delegate Clarke suggests that he would
like to chat a moment with the delegates
from Montgomery County in the front of
the chamber.
(Whereupon at 2:55 P.M., the Convention
was adjourned to reconvene at 2:00 P.M. on
Friday, September 15, 1967.)
PLENARY SESSION
SEPTEMBER 15, 1967—2:00 P.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Convention will
come to order.
The invocation today will be delivered by
the Reverend Leslie Fairfield of St. Anne's
Episcopal Church, Annapolis. Reverend
Fairfield.
REVEREND FAIRFIELD: Let Us
Pray:
Lord of power, Giver of life, grace and
wisdom we commend to Thee all who are
engaged in the governing of this state and
particularly to the members of this Consti-
tutional Convention now assembled. Grant
to them clean hands and pure hearts to the
cause of righteousness. To Thee, merciful
Lord, we commend their work. We pray
that this work may be the succor of the
poor. That it may relieve the oppressed,
and the redress of all wrongs. Let all that
they say or speak or do be for the glory or
the good of Thy people.
Amen.
THE PRESIDENT. The roll call.
(At this time the roll call was taken.)
THE PRESIDENT: Delegate Armor,
Delegate Boyce, Delegate Pullen, Delegate
Webster are apparently absent. The Clerk
will record.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
the officers of the Convention and the Com-
mittee on Calendar and Agenda are sug-
gesting that beginning now and until re-
quired by the business of the Convention to
the contrary, that on Mondays of each
week, beginning next Monday, that we
convene at 4:00 P.M. instead of the usual
hour of 2:00 P.M. Of course, after the
business requires greater time, this will un-
doubtedly be adjusted.
The daily Calendar and Agenda which
the delegates will find on their desks in-
cludes under Item 5, the consideration of
Resolution No. 2 by Delegate George W.
Della. Since that has the effect of being an
amendment to the rules, and raises a ques-
tion as to whether it would run counter to
Rule 64 [68] requiring that it be in pos-
session of the delegates for two full session
days, my motion to approve the report of
the Committee on Calendar and Agenda
will include the suspension of the rules in
order that that resolution may be consid-
ered at its place in the agenda. I so move.

final number assigned to the rule in Rules
of the Constitutional Convention of Mary-
