will be entitled to deduct as an expense the
amount of their full expenses, regardless of
whether it is more or less than the amount
of expense allowance. I would suggest to
you all, therefore, that you keep records of
what your actual expenses are.
We are endeavoring to work out with the
Internal Revenue Service some sort of an
understanding and agreement applicable to
this Convention to simplify this bookkeep-
ing so that we are not all going to be
deluged with restaurant chits and gasoline
slips and all this sort of thing. Just as soon
as we can do this and can get some definite
understanding, the memorandum will be
passed on to you. In the meantime, I sug-
gest that you keep as accurate records as
you can.
Are there any announcements by commit-
tee chairmen? Delegate Sherbow?
DELEGATE SHERBOW: Mr. President,
Delegate Proposal No. 8 relates to assess-
ments and has particular reference to the
inclusion of property which is devoted to
agricultural or open space use. This is a
subject which will be of extreme interest to
many groups. The committee has set hear-
ings, but has not yet picked a date. We are
very anxious to have the delegates at the
Convention communicate with their county
governments and with any other interested
groups, real estate, farming or otherwise,
to let them know that this is coming before
the committee for a hearing, and if they
will write to the committee, we will then
know how best to schedule the hearing so
that we will not have everybody there on
one day, but can spread it over and make
it more practical.
This is a matter of considerable im-
portance to many of the counties. I would
ask their delegations to cooperate and make
sure that the proper people are made
aware of the fact that there will be such
hearings.
THE PRESIDENT: Thank you. Dele-
gate Kiefer?
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble wants to be sure that the Con-
vention has before it all the areas of the
concept of personal rights when it con-
siders the Declaration of Rights portion of
the new Constitution; and to this end, the
committee invites and urges each delegate
to present promptly any ideas or specific
proposals which he or she believes deserves
the committee's attention. The committee
also invites and urges any individuals,
groups or organizations to do the same,
with the desire that this committee intro-
duce the proposal, that it should be for-
warded in writing to us as soon as possible.
The committee, of course, will place certain
proposals before the Convention on its own
initiative. It is understood, of course, that
submission of any proposal by the Commit-
tee on Personal Rights and the Preamble
or by its Chairman does not constitute an
endorsement or approval of the proposal,
but is a means of getting it before the
Convention.
We hesitate to submit a deadline for sub-
mission of proposal, but promptness in sub-
mitting them will give the committee a
better opportunity for hearing to research
the dates and organization. This has to be
organized in groups so there can be orderly
hearings. Witnesses will be invited by the
committee, but we want to point out that
anyone, any individual, delegate, organiza-
tion or group who is submitting or is in-
terested in any proposal will, upon specific
request, be given an opportunity to appear
before the committee, and I want to repeat
what everybody knows, all meetings are
open to the public and to the press.
THE PRESIDENT: Thank you. Any fur-
ther announcements? Delegate Gallagher?
DELEGATE GALLAGHER: Mr. Chair-
man, this morning the subcommittee studied
the overlap of elective matters with other
committees of this Convention, and it was
reported to our Legislative Branch, and it
is quite obvious to our Committee that there
are numerous areas where we share joint
interests with other committees of the Con-
stitutional Convention, even though the spe-
cific subject matter may have been referred
to another committee. Consequently, we
have taken the liberty today of appointing
a liaison representative from the Legisla-
tive Branch Committee to all the other
substantive committees of this Constitu-
tional Convention, with the hope that the
committee chairmen will do likewise, and
that to this particular end, we are hopeful
that we can work together in certain areas
of mutual interest to eliminate the possi-
bility of double hearings, so that when we
have something of common interest with
another committee which will keep the diffi-
culties of travel down as far as waits are
concerned; so with the permission of the
Chair, which hopefully we have received,
we have made these appointments of mem-
bers of our committee to work directly with
the chairmen of the other substantive com-
mittees. We look forward to similar activity
perhaps on the part of the substantive
