670 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 13]
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and Pre-
amble will meet at 1:00 P.M. on Monday.
THE PRESIDENT: Are there any other
announcements by committee chairmen?
Are there any other announcements?
Delegate Neilson.
DELEGATE NEILSON: Mr. Chairman,
I should like to record my presence.
THE PRESIDENT: Let me make this
further announcement: that in an effort
to avoid time taken up in announcing per-
sons present who were not present at roll
call, we will do so by means of the roll call
board. Do not indicate your presence on
the roll call board unless you were not
present at the roll call at the beginning of
the session; but before adjournment of each
session, I will give an opportunity to all
delegates to indicate their presence by
means of the roll call vote. Are there any
other announcements?
Will all delegates present now who were
not present at 2:00 P.M. when this session
convened, please indicate their presence on
the board.
The Clerk will record the additional roll
call.
The Chair recognizes Delegate Powers.
DELEGATE POWERS: Mr. President,
I believe all of the delegates will join in
congratulating Delegate Beatrice Miller,
who with her husband is celebrating a
wedding anniversary today by listening to
the proceeding of the convention.
I think they are also planning an excit-
ing evening.
(Applause.)
I move we adjourn until 2:00 P.M. Mon-
day.
THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.
(Whereupon, at 6:10 P.M., the Conven-
tion was adjourned to reconvene at 2:00
P.M. on Monday, November 13, 1967.)
PLENARY SESSION
NOVEMBER 13, 1967—2:00 P.M.
SECOND VICE-PRESIDENT,
WILLIAM S. JAMES,
PRESIDING
THE SECOND VICE-PRESIDENT:
The Sergeant-at-Arms will clear the aisles
and close the doors. Members will please
take their seats.
The prayer will be offered by the Rev-
erend John Hartman, St. Peter Claver
Catholic Church, Baltimore, Maryland.
REVEREND HARTMAN: Let us pray:
0, God, our Father, we ask you this day
to enlighten our minds and strengthen our
wills. The task that is before us is one
that needs Your help and assistance.
Allow us to recognize the responsibility
we have in making this a better place to
live. Give us the courage to change those
things that need changing. Show us by
Your help the best means to eradicate the
horrors of injustice and poverty.
Make us the instruments that You will
use in bringing the people of our State a
just and righteous Constitution. Help us
to share our talents and knowledge in
honest discussion. If we are to disagree, let
it be only for the good of our people whom
we represent.
It is in You that we will find peace and
happiness. It is through Your help that we
will find the answer to our many problems.
It is to You this afternoon that we bring
our hopes and deliberations and seek to find
the answer. It is through You that we will
bring about peace and unity to our State.
It is then as one that we come to You and
ask Your blessings on all here present.
These things we ask through Jesus Christ,
Your Son, in union with the Holy Spirit
now and forever. Amen.
THE SECOND VICE-PRESIDENT:
Thank you very much.
The members now will please register
their presence.
(Whereupon, the roll call was taken.)

At the outset, I would like to say that
our President is attending a National Con-
ference on Government sponsored by the
National Municipal League in Milwaukee,
Wisconsin, and Delegate dark, the First
Vice-President, is not well today. He has a
touch of grippe; so that that leaves us re-
duced to the Second Vice-President.
I will ask for the Report of the Commit-
tee on Calendar and Agenda. Delegate
Powers.
DELEGATE POWERS: Mr. President,
