statement, the Chair recognizes Delegate
Powers, Chairman of the Committee on
Calendar and Agenda.
DELEGATE POWERS: Mr. Chairman,
I move that the Committee of the Whole
rise and report to the Convention its ac-
tion with respect to Committee Report No.
LB-I as amended, and report further that
it has not concluded its consideration of
Committee Recommendation No. S&E-1. Is
there a second?
(Whereupon the motion was duly sec-
onded.)
THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.
(Whereupon, at 5:55 P.M., the Commit-
tee of the Whole rose, and the Convention
reconvened.)

PLENARY SESSION
NOVEMBER 10, 1967—5:55 P.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Convention will
please come to order.
On behalf of the Committee of the Whole,
the Chair reports that the Committee has
concluded its consideration of Committee
Recommendation LB-I, approves Committee
Recommendation LB-I with amendments,
and recommends that it be adopted.
The report of the Committee of the
Whole is referred to the Committee on
Style, Drafting and Arrangement. The
Committee of the Whole further reports
that it has under consideration Committee
Recommendation S&E-1; that it has not
concluded its consideration and desires to
sit again.
I have a few announcements to make.
Earlier I indicated that Minority Report
SF-I was offered. Will you please note, if
you received a copy of that report before,
and I do not believe you did, that the proper
numbering is Minority Report SF-2.
This is done in order to avoid confusion,
inasmuch as that Minority Report pertains
to Committee Recommendation and Com-
mittee Memorandum SF-2.
I suppose also all of you have noted with
pleasure that today we have not had any
interruptions for the purpose of changing
tapes. We are now operating two tape re-
corders and can continue without any inter-
ruption of tapes.
One other announcement that the Chair
desires to make: for several months I have
intended to attend the Conference on State
Governments being held in Milwaukee next
week, and had accepted an invitation to
participate in a panel discussion Monday
afternoon on Constitutional revisions, the
other person on the panel being a delegate
from the New York Convention, and the
moderator of the panel being former Gov-
ernor Scranton of Pennsylvania.
I have been somewhat hesitant to keep
the engagement, but I am most desirous of
talking at firsthand with some of the people
from the New York Convention, and after
discussing the matter with our other offi-
cers, have concluded that it would be desir-
able for me to do so. I therefore will go to
Milwaukee Sunday evening unless some-
thing happens in the meantime, and return
Monday night.
This means that I will not be present
for the sessions of the Convention and of
the Committee of the Whole Monday after-
noon and Monday evening, and pursuant to
Rule 8 of the Convention, I designate the
First Vice-President, Delegate Clark, and
in his absence or inability or wish to do
otherwise, the Second Vice-President, Dele-
gate James, to preside at the Convention
and the Committee of the Whole on this
coming Monday.
Are there any announcements by Com-
mittee Chairmen? Delegate Koss.
DELEGATE KOSS: The Committee on
Suffrage and Elections will meet at noon
on Monday.
THE PRESIDENT: Are there any other
announcements by committee chairmen?
Delegate Penniman.
DELEGATE PENNIMAN: Mr. Presi-
dent, the Committee on Style will also meet
at 12:00 noon on Monday.
THE PRESIDENT: Delegate Sherbow.
DELEGATE SHERBOW: The Commit-
tee on Finance and Taxation will meet at
1:00 P.M. on Monday.
