A RECOMMENDATION that the Con-
stitution include a provision on State Juris-
diction over Federal Enclaves to read as
follows:
The State of Maryland hereby reserves
as to all lands within the State hereafter
acquired by the United States or any
agency thereof, whether by purchase, lease,
condemnation or otherwise, and as to all
property, persons and transactions on any
such lands, jurisdiction and authority to
the fullest extent permitted by the Consti-
tution of the United States and not incon-
sistent with the governmental uses, pur-
poses, and functions for which the land was
acquired or is used.

I move the Convention resolve itself into
the Committee of the Whole for the pur-
pose of considering the orders of the day.
I further move that in addition to the de-
bate control already adopted that we adopt
Debate Schedule No. 3 governing Commit-
tee Recommendation LG-1.

THE CHAIRMAN: We terminated busi-
ness on Friday at a time when we were con-
sidering Amendment No. 3 to section 2 of
S&E-1. The Clerk will read the amendment.
READING CLERK: Amendment No. 3
to Committee Recommendation S&E-I by
Delegate Hostetter: On page I, section 2
titled, Legislation Subject to Referendum,
lines 19 through 22, strike out all of the
last sentence and insert in lieu thereof the
following:
"All laws of the General Assembly
subject to referendum shall be suspend-
able unless they contain a section declar-
ing them to be emergency laws and neces-
sary for the immediate preservation of
the public health or safety, and passed
by a % vote of each House of the Gen-
eral Assembly."
