458 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 8]
PLENARY SESSION
NOVEMBER 8, 1967—10:00 A.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.
The Convention will please come to order.
The invocation today will be offered by
the Reverend Vernon Dobson of Union Bap-
tist Church in Baltimore City. Reverend
Dobson.
(Whereupon, the invocation was offered
by the Reverend Dobson.)
THE PRESIDENT: Thank you.
Roll call. Have all delegates answered
roll call? The Clerk will record the roll call.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. Chairman,
I move we adopt today's Calendar.
(Whereupon, the motion was seconded.)
THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered. The calendar
is adopted.
Are there reports of other standing com-
mittees?
(There was no response.)
Committee Recommendation SF-2 by the
Committee on State Finance and Taxation.
The Clerk will read the report or recom-
mendation.
READING CLERK: Committee Recom-
mendation SF-2 by the Committee on State
Finance and Taxation, Joseph Sherbow,
Chairman.
"A RECOMMENDATION that the Con-
stitution include a prohibition of govern-
mental licensing or sponsorship of lot-
teries."
THE PRESIDENT: Committee Recom-
mendation SF-2 is referred to the Commit-
tee of the Whole.
There is also with Committee Recom-
mendation SF-2 Committee Memorandum
SF-2.
You should have on your desk sometime
during the course of the morning, a memo-
randum accompanying Delegate Proposal
No. 419 submitted by Delegate Finch.
It is my understanding that there will
be several groups in the gallery this morn-
ing. I doubt that they are there; at least,
they are not in the gallery which 1 face.
Are they in the rear gallery? Girl Scout
Troop No. 975 from Cheverly, Prince
George's County, and a group from the
Johnnycake Junior High School in Balti-
more County. We are delighted to have
them here. (Applause.)
You also have on your desk this morning
President's Memorandum No. 16, which
gives you once again the letter from the
District Director of Internal Revenue, from
which you will note that he is not receding
from his position, at least not very much.
This is a matter, I think, each delegate will
have to work out for himself, but consid-
eration is being given to taking the matter
up with the ruling section in Washington
in an effort to secure a ruling so that each
delegate will not have to handle the matter
separately on his income tax return.
There are no proposals today. Are there
any motions or resolutions?

recognizes Delegate Powers, Chairman of
the Committee on Calendar and Agenda.
DELEGATE POWERS: Mr. President,
I move the Convention resolve itself into
the Committee of the Whole for the purpose
of resuming consideration of Committee
Recommendation LB-I, under the same pro-
visions for control and limitation of debate
as set forth on Debate Schedule No. 1, and
to consider Committee Recommendation
S&E-1, subject to the provisions of control
and limitation of debate as set forth on
Debate Schedule No. 2.
(Whereupon, the motion was seconded.)
THE PRESIDENT: The question arises
on the motion that the Convention resolve
itself into the Committee of the Whole for
resumption of consideration of Committee
Recommendation No. LB-I under Debate
Schedule No. 1, and subsequently for con-
sideration of Committee Recommendation
S&E-1 under Debate Schedule No. 2. Any
discussion? All those in favor—Delegate
Bamberger.
DELEGATE BAMBERGER: Mr. Presi-
dent, I would make the same suggested
amendment with respect to Debate Schedule
No. 2 that Delegate Adkins made yesterday,
and that is that the limit on speeches in
the uncontrolled portion of debate be five
minutes instead of three minutes.
