stitution contain an article V establishing
the judicial branch of the state govern-
ment, the article to read as follows:

This has not yet been duplicated, or the
duplication is not complete. It will be fin-
ished and in your possession before the
day is over. Will you please be sure that
you have this recommendation before the
day is out, because I understand that in
all probability this Recommendation may
be on the calendar for debate on Thursday
of this week.
The recommendation embraces a complete
judicial article of the proposed constitu-
tion.
