I would like also to announce that the
Fifth Grade of School No. 148 from Balti-
more City visited committee hearings and
attended a showing of the movie at the
Convention this morning.
Before moving on to reports, may I ask
that you turn to your books and make a
slight typographical correction in Commit-
tee Memorandum S&E-1, Suffrage and
Elections, on page 3, line 5, the word
"opinion" should read "option".
Reports of other standing committees.
Committee Recommendation JB-I. The
Clerk will read the recommendation.
READING CLERK: Committee Recom-
mendation No. JB-I by the Committee on
the Judicial Branch, F. DeSales Mudd,
Chairman.
A RECOMMENDATION that the con-
stitution contain an article V establishing
the judicial branch of the state govern-
ment, the article to read as follows:
THE PRESIDENT: Committee Recom-
mendation No. JB-I is referred to the Com-
mittee of the Whole.
This has not yet been duplicated, or the
duplication is not complete. It will be fin-
ished and in your possession before the
day is over. Will you please be sure that
you have this recommendation before the
day is out, because I understand that in
all probability this Recommendation may
be on the calendar for debate on Thursday
of this week.
The recommendation embraces a complete
judicial article of the proposed constitu-
tion.
You will also have in conjunction with
the Committee Recommendation JB-I Com-
mittee Memorandum JB-I in support of
Committee Recommendation JB-I.
Both will be reproduced and here I think
before the session ends this afternoon.
We also have some minority reports.
Minority Report LB-IA. The Clerk will
read the report.

LB-IA. by Delegates Hanson, Miler, Sol-
lins and Gill, of the Committee on the
Legislative Branch.
A MINORITY REPORT that article III
of the new constitution provide for a uni-
cameral legislature composed of one hun-
dred members elected from single member
districts to read as follows:

No. LB-IB, by Delegates dark, Hanson,
Hopkins and Sollins of the Committee on
the Legislative Branch.
A MINORITY REPORT that section
3.04 of the new constitution provide for a
Senate of forty members and a House of
Delegates of eighty members, to read as
follows:

No. LB-IC, by Delegates Gilchrist,
Bushong, Anderson, Linton, Gleason and
Della of the Committee on the Legislative

3.04 of the new constitution provide for a
General Assembly with a total membership
of one hundred eighty in the Senate and
the House of Delegates, to read as follows.
