386 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 6]
A MINORITY REPORT that section
3.12 of the new constitution provide for
legislative termination of sessions of the
General Assembly, to read as follows:
THE PRESIDENT: The six Minority
Reports Nos. LB-IA to LB-IF, inclusive,
all pertain to Committee Recommendation
LB-I. They have not yet been printed; they
are presently in the print shop. They will
be concluded sometime this evening. It may
not be possible to distribute them to you
this evening. If not, they will be on your
desks in your committee rooms, either late
tonight or early tomorrow morning. Be-
cause Committee Recommendation LB-I
will be on the agenda the first thing to-
morrow morning, each of these minority
reports will be presented by the minority
spokesman of the various groups at the
proper time in the course of the debate
tomorrow. They will be accompanied at
that time by the necessary printed amend-
ments. The amendments will not be circu-
lated until they are actually offered.
In addition to these memoranda, there
is also presently in the print shop galley
proofs of an article on unicameralism by
Dr. John Michener, which was prepared
for the Constitutional Convention Commis-
sion, and which is a part of Volume 11 of
the Reports of that Commission. Xerox
copies of this Report were heretofore made
available to all the members of the Com-
mittee on the Legislative Branch, and
copies of the Report are also in the li-
brary. Because the subject is one which
will be debated tomorrow, we thought it
best to try to reproduce copies so that each
of you could have a copy on your desk if
you want it. Problems of reproduction are
such. with the lateness of the reports com-
ing in, that we could not conclude it in
time to give it to you this afternoon.
There are no proposals this afternoon.

DELEGATE VECERA: Mr. President,
ladies and gentlemen of the Convention, I
would like to move at this time that the
Committee of the Whole not be adjourned
tomorrow, due to the City elections all day
tomorrow. I think it would place an undue
hardship on many members that are of the
City delegation, that the Committee there-
fore not be adjourned tomorrow.
THE PRESIDENT: I do not understand.
You say it not be adjourned?
DELEGATE VECERA: Not be debated,
excuse me.
THE PRESIDENT: I think the motion
is out of order at this time. I will recog-
nize you at the time later in the program
after we finish the consideration of the
general orders of the day.
DELEGATE VECERA: Thank you, Mr.
President.
THE PRESIDENT: Are there any other
motions or resolutions?
(There was no response.)
If not, the Chair recognizes Delegate
Powers.
DELEGATE POWERS: Mr. President,
I move the Convention resolve itself into
the Committee of the Whole for the pur-
pose of considering the general orders of
the day.
THE PRESIDENT: Is there a second?
(The motion was seconded.)
Is there any discussion?
(There was no response.)
All those in favor, signify by saying
Aye; contrary, No. The Ayes have it. It
is so ordered.
(Whereupon, at 4:17 P.M., the Conven-
tion resolved itself into the Committee of
the Whole.)
(The mace was removed by the Sergeant-
at-Arms.)

THE CHAIRMAN: The Committee of
the Whole will now come to order. It will
have for consideration the Committee Rec-
ommendation No. GP-2, filed on November
2, 1967. The Chair recognizes Delegate
Boyer, Chairman of the Committee on Gen-
eral Provisions, and requests he come for-
ward to the Reading Clerk's desk.
