370 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 2]
No. The Ayes have it unanimously. Dele-
gate Scanlan.
DELEGATE SCANLAN: The Commit-
tee on Rules favorably reports and recom-
mends that the Convention adopt an
amendment, the amendment to Rule 40 [42],
proposed by the Committee and appearing
on lines 34 through 43 of page 4 of the
Committee's Twelfth Report.
THE PRESIDENT: The question arises
on the adoption of the amendment of Rule
40 [42] as printed in lines 34 to 43 on page
4 of the Committee Report. Is there any
discussion? Are you ready for the ques-
tion? A vote Aye is a vote in favor of the
amendment of the rule. A vote No a vote
against. All in favor, signify by saying
Aye; contrary, No. The Ayes have it unani-
mously. It is so ordered. Delegate Scanlan.
DELEGATE SCANLAN: Your commit-
tee favorably reports and recommends that
the Convention adopt a new Rule 44A [47]
as set forth on lines 16 through 22 of page
5 of the Twelfth Report with the insertion
of the word "to" between the word "mat-
ter" and the word "be" appearing on line
21, a typographical omission.
(The motion was duly seconded.)
THE PRESIDENT: The question arises
on the adoption of a new Rule 44A [47] as
printed on lines 16 to 22, inclusive, on page
5 of the Committee Report with the addi-
tion of the word "to" before the word "be"
and the word "taken" in line 21. Is there
any discussion? Are you ready for the
question? All in favor, signify by saying
Aye; contrary, No. The Ayes have it unani-
mously. Delegate Scanlan.
DELEGATE SCANLAN: The Commit-
tee on Rules favorably reports and rec-
ommends that the Convention adopt an
amendment to Rule 47 [51] as set forth in
the language contained in lines 4 through
12 appearing on page 9 in the Committee's
Twelfth Report.
THE PRESIDENT: The question arises
on the amendment of Rule 47 [51] as
printed in lines 5 to 13 on page 9 of the
committee report. Is there any discussion?

favor, signify by saying Aye; contrary,
No. The Ayes have it unanimously. Dele-
gate Scanlan.
DELEGATE SCANLAN: Finally your
committee favorably reports and recom-
mends the present Rule 50 [54] dealing
with reconsideration of the Convention be
deleted and there be substituted therefor a
new Rule 50 [54] represented by language
which begins on line 44 at page 9 and ends
on line 37 of page 10 of the Twelfth Re-
port of the Committee.
(The motion was duly seconded.)

on the deletion of present Rule 50 [54]
and substitution of new Rule 50 [54] as it
is printed on pages 9 and 10 of the com-
mittee report. Is there any discussion? Are
you ready for the question? A vote Aye is
a vote in favor of the new rule as printed.

signify by saying Aye; contrary, No. The
Ayes have it unanimously. It is so ordered.

The next item is to call to your attention
that there has been filed today and should
be on your desks memorandum accom-
panying Delegate Proposal No. 411 by
Delegate Finch, memorandum accompany-
ing Delegate Proposal No. 416, by Delegate
Finch, memorandum accompanying Dele-
gate Proposal No. 417, by Delegate Finch,
memorandum accompanying Delegate Pro-
posal 440, by Delegate Taylor.
At the request of the President, two pro-
posals heretofore referred have been re-
turned to me. The Clerk will please hand
them to me. Delegate Proposal No. 386,
heretofore referred to the Committee on
Suffrage and Elections, has been returned
by that committee at my request and 1
now re-refer it to the Committee on the
Executive Branch.
I might say this was originally referred
to the Committee on Suffrage and Elections
because in a general way it dealt with the
same subject as recall of elected officials,
which the Committee on Suffirage and Elec-
tions has had under consideration. That
committee advised it does not intend to re-
port any provisions of the new Constitu-
tion dealing with recall of elected officials
and I have for that reason re-referred the
proposal to the Committee on the Executive
Branch.
Delegate Proposal No. 441 has been at
my request returned to me by the Com-
mittee on the Judicial Branch and I now
refer it to the Committee on Proposal
Rights and the Preamble. Here again as
to the problem as to which committee
should consider the matter, both of these
committees should consider it. The Commit-
tee on the Judicial Branch has advised me
