that it does not intend to take any action
with respect to the proposal, and accord-
ingly, I refer it to the Committee on Per-
sonal Rights and the Preamble.
I am happy to advise you that again
today for the second time there are no new
delegate proposals to be introduced.
Are there any motions or resolutions?
If not, I have several announcements to
make.
First, and I think perhaps the most im-
portant of the announcements, is that it
gives me a great deal of pleasure and I
may say relief, personal relief, to announce
to the Convention that I have appointed
Mr. Sherrod East as historian or more ac-
curately, archivist of the Convention. Mr.
East is presently retired but until very re-
cently was assistant archivist in charge of
the military affairs division of the office
of National Archives and Records in Wash-
ington. He has had many years' experi-
ence in this very exacting occupation and
I think we are indeed fortunate that he
has agreed to serve in this capacity for
the Convention.
I hand to the Journal Clerk the an-
nouncement as to the absences which un-
der the rules of the Convention I have ex-
cused for the pay period beginning October
18 and ending October 31, 1967. I will re-
quest that this be entered in the journal.
I do not think it necessary to read it. Any
delegate desiring to can examine the memo-
randum at his convenience. Any absences
not included in the memorandum I have
just handed to the Journal Clerk are not
excused.
I have been requested by Attorney Gen-
eral Burch to announce to you that he has
printed additional copies of the remarks
which he made before the Committee on
the Executive Branch dealing with the
functions and duties of the office of at-
torney general. Any delegate desiring to
obtain copies of these remarks may obtain
the same from the attorney general's office
on the first floor of the State House.
One other announcement of interest to
the Convention, I think, is that I have
granted a brief leave of absence to the
Sergeant-at-Arms, Richard Rothenberg,
and in his absence have designated Edward
Smith, a member of the professional staff
of the Convention, as Assistant Sergeant-
at-Arms. The leave of absence is granted
at the request of Serg-eant-at-Arms Roth-
enberg to enable him to be married tomor-
row.
(Applause.)
He will return to his usual occupation
Tuesday. He said a long weekend would
suffice for the moment.

Are there any delegates present now who
were absent at roll call who desire to indi-
cate their presence? If not, are there any
announcements from committee chairmen?

DELEGATE GLEASON: I would like
to have my presence acknowledged, please,
sir.
THE PRESIDENT: Any other delegates
absent at roll call who desire to indicate
their presence? Delegate Kiefer.
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble will meet fifteen minutes after
this meeting adjourns.
THE PRESIDENT: Delegate Mudd.
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch likewise
will meet fifteen minutes after this session
adjourns.
THE PRESIDENT: Any other an-
nouncements by committee chairmen? Dele-
gate Koss.
DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections will
meet tomorrow morning at 10:30.
THE PRESIDENT: Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Presi-
dent, the Committee on the Legislative
Branch will not meet at all for the re-
mainder of the day to give the many tal-
ented authors of minority reports sufficient
time to get them together for the onslaught
next week. We will meet, however, at 10
o'clock tomorrow morning to continue to
hear delegates on their proposals.
THE PRESIDENT: Delegate Dulany.
DELEGATE DULANY: Mr. President,
the Committee on Public Information will
meet tomorrow at 1:00 P.M.
THE PRESIDENT: Delegate Morgan.
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch
will meet immediately following the ple-
nary session to finish its final wind-up of
the executive article.
THE PRESIDENT: Any further an-
nouncements by committee chairmen? Dele-
