Scanlan for the purpose of making the mo-
tion. It seems to me that in view of the
number of changes, it might be desirable
to take them up separately, Delegate Scan-
lan. I wonder if you would want to con-
sider the proposed change in Rule 46A [50]
before you consider the change in Rule
33 [35] inasmuch as the change in Rule
33 [35] depends upon the amendment of
Rule 46A [50]. Or you could take those
two together, if you wish.
DELEGATE SCANLAN: The Rules
Committee favorably recommends and we
move the Convention adopt a new Rule
46A [50] as it appears on lines 41 through
48 of page 5 of the Twelfth Report of
your Rules Committee.
(The motion was duly seconded.)
THE PRESIDENT: The question arises
on the adoption of the amendment to Rule
46A [50] as printed in lines 41 to 48 on
page 5 of the Committee Report R&C 12.
Is there any discussion? Are you ready for
the question? A vote Aye is a vote infavor
of the change in the rule as printed on
page 5, a vote No against. All in favor,
signify by saying Aye; contrary, No. The
Ayes have it. The motion is carried and
the amendment is adopted. Delegate Scan-
lan.
DELEGATE SCANLAN: The Commit-
tee favorably recommends and we move
that present Rule 33 [35] of the standing
rules of the Convention be deleted and that
there be substituted therefor the language
appearing on line 11 through 16 on page
2 of the Twelfth Report of this Committee.
(The motion was duly seconded.)
THE PRESIDENT: The question arises
on the motion to adopt the change, the
amendment of Rule 33 [35] as appears in
lines 11 to 16 of page 2 of the Committee
Report. Any discussion? Ready for the
question? A vote Aye is a vote in favor of
the adoption of the change. A vote No is
a vote against. All in favor, signify by
saying Aye; contrary, No. The Ayes have
it. It is so ordered. Delegate Scanlan.
DELEGATE SCANLAN: The commit-
tee favorably reports and recommends that
Rule 36 [38] be amended by inserting the
following language. First, after the words
"except that the Committee of the Whole
cannot adjourn the Convention" insert "no
question may be laid on the table." Sec-
ondly in that same rule, the language here
is found on page 3 of our report, that same
rule after the words "a majority of the
committee shall govern its action" insert
"any motion to postpone further consid-
eration shall be debatable for ten minutes,
no speech thereon to exceed two minutes."
THE PRESIDENT: The question arises
on the adoption of the amendment to Rule
36 [38] as printed in the report of the com-
mittee. The chair recognizes delegate Rybc-
zynski.
DELEGATE RYBCZYNSKI: Mr. Presi-
dent, Mr. Chairman, I would suggest the
rule is prohibitive to a too great extent in
that the president or the chairman of the
Committee of the Whole at the time would
be precluded from allowing the opposition
to speak in the event that five persons in a
row all spoke on the same side. If it is in
order, I would move at this time to amend
after the word "minutes" in line 23 to add
"on each side," which would then allow the
President or Chairman to allow both sides
to speak.
THE PRESIDENT: Would the Chair-
man of the Committee be disposed to ac-
cept the suggested modification.
DELEGATE SCANLAN: I think so. I
think the intention was if there was to be
debate, it would be fairly allocated.
THE PRESIDENT: Is there any objec-
tion? If not, the amendment will be con-
sidered as printed on page 3 with the modi-
fication that in line 23 after the word
"minutes" and before the comma, the
words "on each side" be inserted. Is there
any further discussion? Delegate Storm.
DELEGATE STORM: I just want to be
sure, Mr. Chairman, does that come after
the words "ten minutes on each side" or
after the words in the next line, "two min-
utes on each side"?
THE PRESIDENT: After the words
"ten (10) minutes," then insert "on each
side." Any further discussion? As I am
sure some of you have noted, these are
amendments to the by-laws, which require
a majority of 72. Normally we would take
a roll call vote. I have on the two previous
votes not taken a roll call because they
were unanimous and no objection. I there
are any Nay votes on any amendments, we
will take a roll call vote. A vote Aye is a
vote in favor of the amendment as printed
on page 3 of the Committee Report with
the modification in line 23 of adding the
words "On each side" after the words "ten
(10) minutes." A vote Aye is a vote in
favor of the amendment as modified. All
in favor signify by saying Aye; contrary,
