Delegate Mentzer.

DELEGATE MENTZER: I think my
final point is the use of "The State" vs.
"This State", and I just think we have
been inconsistent in the way we have done
it. I do not know whether we have had a
rationale or not. I do not intend to go
through and find it. I wonder if the Com-
mittee in giving final consideration to it
might consider it.

I noted on page 46, line 2, "people of
this State", and it seems we should say
"the State". There may be other cases
similar to this.

THE PRESIDENT: What line is that
on page 46?

DELEGATE MENTZER: Line 2.

THE PRESIDENT: I think probably we
have used it both ways, Delegate Mentzer.

Delegate Mentzer.

DELEGATE MENTZER: We have used
it both ways usually because there was
some distinction we were trying to make
and I just have to check the other uses to
be sure. In this case I would think it
should be "the State".

THE PRESIDENT: Delegate Penni-
man.

DELEGATE PENNIMAN: I am sorry,
I did not get it.

THE PRESIDENT: The change sug-
gested, page 46, line 2, change the word
"this" to the word "the".

DELEGATE PENNIMAN: I would see
no objection to the way it is now myself.
I would prefer to keep it as is.

THE PRESIDENT: Very well.
Delegate Boyles.

DELEGATE BOYLES: Mr. President,
on pag-e 7">, line 45, we have an amend-
ment to say section 7.04 in the Constitu-
tion. Would it not just pay to advertise a
little bit and say 1967, which is I am sure
what we mean?

THE PRESIDENT: Delegate Penni-
man.

DELEGATE PENNIMAN: If we were
going to say I suppose we would say 1968,
but the Constitution in effect when this
goes into effect will be the one we are
adopting so I think "The Constitution"
would cover it.

THE PRESIDENT: You make the
decision.

DELEGATE PE'NNIMAN: I say no.

THE PRESIDENT: Any change would
have to come by amendment.

Is there any other suggestion?
Delegate Scanlan.

DELEGATE SCANLAN: Mr. Chair-
man, I for one think we have carried this
amending frolic a little far. You have in-
dicated the staff was going to read the
draft, and especially, I guess, the sched-
uled legislation with a close eye and most
of these matters certainly could be picked
up there. A number of them are duplica-
tive. I wish we could get to the matters of
substance.

(Applause.)

THE PRESIDENT: The Clerk will ring
the quorum bell.

The Chair has several announcements.

If any delegates desire to have accom-
modations for sleeping this evening, you
may ask a page to contact Mr. Sullivan at
the Maryland Inn right away, or as soon
as you possibly can. He can take care of
you for the time being. If we do not have
protracted debate, we should be able to
conclude the roll call within a reasonable
period, I believe.

The session has already consumed about
four times as much time as we had con-
templated would be consumed in doing this,
but it is important work. It is also not
only important, but vital that the delegates
remain until we finish.

We have snow warnings. It is snowing
heavily now. It is supposed to accumulate
to something between four and seven
inches by tomorrow. This does not mean
that we have to stop all activity. This
work is much too important for us to be
dissuaded.

The Chair proposes to continue without
recess for dinner until we finish the voting,
unless it becomes so protracted, and the
warnings that we receive from the weather
bureau and the State Police Department
indicate to the officers that the situation
is really becoming hazardous.

The quesion arises on the adoption of the
amendment proposed by the Committee on
Style with respect to all of Committee Re-
port S&E-18. This means all of the style
amendments on the preamble to the Con-
