legislation.

The question arises on the adoption of
all of the amendments and modifications
proposed by the Committee on Style with
respect to Committee Report S&E-18.

A vote Aye is a vote in favor; a vote
No is a vote against.

Does any delegate desire to change his
vote?

(There was no response.)
The Clerk will record the vote.

There being 124 votes in the affirmative
and none in the negative, the motion is
carried. All the amendments proposed by
the Committee on Style and the modifica-
tions from Committee Report S&E-18 are
adopted.

The question now arises on the adoption
of the various provisions and article of
the constitution and of the several sched-
ules. In accordance with the previous an-
nouncement these will be first open to
amendment, division by division or article
by article.

Are there any amendments to the pre-
amble?

(There was no response.)

THE PRESIDENT: The Clerk will
please ring; the quorum bell again.

The Chair proposes to follow the rule
that if an article is open for amendment
and amendments have been received or
none have been offered and we have passed
on to another article and a delegate has
been out of the chamber and returns to the
chamber to offer an amendment to a previ-
ous article, the Chair will rule it out of
order, unless the ruling of the Chair is
overturned.

(Applause.)

amble?

The Chair hears none.
Are there any amendments to Article 1?

The Chair has one amendment to Ar-
ticle 1.

Delegate Gallagher, do you desire to
offer your Amendment F?

DELEGATE GALLAGHER: I do, Mr.
President.

THE PRESIDENT: Will the pages
please distribute Amendment F?

This will be Amendment No. 1.
The Clerk will read the amendment.

READING CLERK: Amendment No. 1
to Report S&D-18 by Delegate Gallagher.
On page 5, section 1.17, Continuity of Gov-
ernment During Emergencies, in line 2
strike out the words: "continuity of".

THE PRESIDENT: The amendment sub-
mitted by Delegate Gallagher is submitted
by Delegate Gallagher.

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT: The amendment has
been seconded.

The Chair recognizes Delegate Gallagher.

DELEGATE GALLAGHER: Mr. Presi-
dent, ladies and gentlemen of the Conven-
tion : You will remember that this section
pertains to continuity of government dur-
ing emergencies. If you will read it care-
fully, this is the latest complete amendment
to this section, and beginning with the sec-
ond sentence on page 4, line 49, "any sus-
pension shall be for the period of the
emergency only, and only provisions of this
Constitution concerning continuity of state
and local public offices and governmental
operations may be suspended," is the way
it reads presently.

In actuality, there are no provisions in
the constitution concerning the continuity
of state and local public offices and opera-
tions, the purpose of this section being to
provide continuity.

Therefore, in order to read the sentence
in its proper way, we should eliminate the
"continuity of" so that the sentence will
now read "any suspension shall be for the
period of the emergency only and only pro-
visions of this constitution concerning state
and local public offices and governmental
operations may be suspended", will be the
final way it would read if this amendment
were adopted.

I think it is an obvious change and I
would hope it would be approved.
