I think, would be normally the overwhelm-
ing vote in this Convention because if the
vote is not such, it would be the subject of
much discussion in the election campaign.
I, therefore, urge every delegate to re-
main until we conclude voting and make
whatever arrangements may be necessary
if the snow makes it too hazardous for
him or her to return to his home.

had you inserted the words "by law" on
line 20 on page 45?
THE PRESIDENT: The words "by law"
on page 45 of line 20 have been inserted.

DELEGATE MARION: I raise a ques-
tion about that, Mr. President, because I
wonder whether if those words are in-
serted it would lead to the construction
that before a referendum were to be pro-
vided on any such law a separate law
would have to be enacted providing that
such a referendum take place.
As I understand the intent, it is to
permit the General Assembly to provide
in a law pertaining to a popularly rep-
resentative regional government that the
law it enacts be submitted to referendum.
THE PRESIDENT: I think the point is
well taken. It was discussed. Do you object
to the change?
DELEGATE MARION: I think so. I
would like to see what Delegate Moser has
to say, and whether he concurs or not.
THE PRESIDENT: Delegate Moser.
DELEGATE MOSER: I was trying to
determine why "by law" was left out. It
was deliberately left out.
THE PRESIDENT: Very well. Is the
modification objected to?
DELEGATE MOSER: Yes.
THE PRESIDENT: Then the modifica-
tion will not be made unless there is an
amendment to make it.
The modification suggested on page 45
in line 20 will not be made.

think you said you were going to ring the
quorum bell. I do not think you rang the

outside heard the explanation.
THE PRESIDENT: I could not under-
stand what you were saying, Delegate Gill.
DELEGATE GILL: You said you were
going to ring the quorum bell, and you did
not ring it, and you went to explain it,
and you did not ring the quorum bell. We
did not vote our presence.
THE PRESIDENT: I did not take a
roll call. I rang the quorum bell to get the
other delegates back in.

DELEGATE PENNIMAN: Article 8,
we switched the word "also" and changed
the word "that" so that it reads a little
better. No changes in 8.02.

DELEGATE PENNIMAN: In Article 9,
we simply moved the verb "shall", the
auxiliary, down to the main verb. We
changed the order, as you will note, of the
sections in general provisions to put to-
gether those involving the government, the
oath, the conflict of interest, limitation of
holding office, and impeachment together.
We put the militia next and then natural
resources, consumer protection, sovereign
immunity together, intergovernmental co-
operation. We changed it to make it pre-
cisely the way it is in section 1.04 as it
was discussed on the floor when Delegate
Carson introduced the amendment yester-
day for any unit of local government which
is the meaning of a governmental unit,
and that is the end of our changes in
Article 9.
