THE PRESIDENT: I would think so.
Just about, maybe five minutes or so either
way.
DELEGATE KIEFER: The Committee
will continue its deliberations at 7:30 P.M.
this evening. Tomorrow morning at 9:30
any delegate who has submitted a proposal
in the last day or so that wants to be
heard can appear before this committee to
be heard. I understand this is in accord-
ance with the rules. We want to help you
but we have eleven more proposals today
and have to get on with some kind of pro-
cedural order. This schedule does not apply
to Delegate Finch who we will hear either
tomorrow afternoon after the Convention
adjourns or tomorrow night at 7:30 P.M.
It had been previously announced that a
public hearing would be held on the pre-
amble last Friday but because the Conven-
tion did not convene, this was postponed.
That hearing will be held at 7:30 P.M. to-
morrow night.
THE PRESIDENT: Delegate Sherbow.
DELEGATE SHERBOW: Mr. Presi-
dent, the Committee on State Finance and
Taxation will meet 15 minutes after this
session adjourns. 1 hate to suggest to the
members that they forego the opportunity
to see the film this time, but I am asking
them to do so because the governor is send-
ing to our committee a series of recom-
mendations which means that our delibera-
tions now will have to continue and many
of the items which we thought would al-
ready be concluded will have to be recon-
sidered in the light of those recommenda-
tions. So I am asking you please come over
to the meeting 15 minutes after this meet-
ing adjourns and we will resume tomorrow
morning at 10 o'clock.
THE PRESIDENT: Delegate Mudd.
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch will not
meet again until tomorrow morning at
10:00 A.M. We are adopting this procedure
to allow our committee members to see the
film this afternoon.
More important, may 1 take this oppor-
tunity to announce that today in the Ju-
dicial Branch is the birthday for our at-
tractive delegate Susan Kahl. Her age is
not announced, but she has not been kissed.
Appropriate greetings may be extended.
THE PRESIDENT: Delegate Moser.
DELEGATE MOSER: Mr. President,
the Committee on Local Government will
reconvene at 7:30 P.M. this evening. We
are taking at some point in the evening
final action votes. Tomorrow morning at
9:00 A.M. we have scheduled an opportunity
for all delegates who have introduced pro-
posals and have not been heard to be heard.
This would include by our calculations the
following proposals: Delegate Proposal 277,
by Delegate Singer, which has been re-
referred to our committee and is similar
to his Proposal No. 418. Delegate Proposal
422, by Delegate Byrnes, introduced today
and Delegate Proposal No. 426, introduced
by Delegate Fornos today.
THE PRESIDENT: Delegate Morgan.
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch
will meet immediately following this ple-
nary session. We will continue our consid-
eration of the issues raised by sections
4.20, 4.21, and 4.22 of the Commission
draft. We did not conclude our delibera-
tions on Friday as we hoped because we
ran out of time, but we hope to finish them
today.
We will also meet at 8:00 P.M. this eve-
ning if necessary.
THE PRESIDENT: Are there any
further announcements by committee chair-
men? Delegate Koss.
DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections will
continue its consideration and votes as
necessary on frequency of elections tomor-
row morning at 10:00 A.M. .
THE PRESIDENT: Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Presi-
dent, ladies and gentlemen of the Conven-
tion, the Committee on the Legislative
Branch will meet tonight at 7:45 P.M. and
tomorrow morning at 9:30 A.M. Those
members of the Convention who were in-
vited to appear before us to discuss their
proposals between 2:00 P.M. and 3:30 P.M.
this afternoon but who were unable to at-
tend are invited to join us tonight at 7:45
P.M. Repeating, those who were invited to
attend today between 2:00 and 3:30 P.M.
to discuss their proposals are invited to at-
tend tonight at 7:45 P.M.
THE PRESIDENT: Delegate Boyer.
DELEGATE BOYER: Mr. President,
since several committee members have in-
dicated the desire to witness the film, the
General Provisions Committee will meet
this evening at 7:30 P.M. We will again
meet tomorrow morning at 9:30 P.M.
