318 CONSTITUTIONAL CONVENTION OF MARYLAND [Oct. 31]
THE PRESIDENT: Are there any
further announcements by committee chair-
men? Delegate Clarke.
DELEGATE E. CLARKE: If it is in
order, I would like to offer a slight change
in Delegate Proposal No. 421. After the
word Hutchinson, "comma, by request."
THE PRESIDENT: Will each delegate
please note on his copy of Delegate Pro-
posal No. 421 that it is introduced by the
sponsoring delegates by request.
Are there any further announcements?
If not, the Chair recognizes Delegate Pow-
ers, Chairman of the Committee on Calen-
dar and Agenda.
DELEGATE POWERS: Mr. President,
I move we adjourn until 2:00 P.M. tomor-
row.
THE PRESIDENT: All those in favor,
signify bysaying Aye; contrary, No. The
Ayes have it. It is so ordered.
(Whereupon, at 4:47 P.M., the Conven-
tion was adjourned to reconvene at 2:00
P.M. on Tuesday, October 31, 1967.)
PLENARY SESSION

PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Convention will
please come to order.
The invocation today will be offered by
the Reverend Keith W. Custis of the River-
dale Presbyterian Church, University Park;
Reverend Custis.
REVEREND CUSTIS: Oh, God of our
fathers, Who art the Ruler in the affairs
of men of every nation, we thank Thee for
a land of abundance and opportunity; for
a heritage of freedom and self-government
where we may worship and live each in
the light of his own conscience. In a world
of tension, grant us insight to find right,
new, and true ways for new needs and op-
portunities. Grant to those chosen to form
a new Constitution for this state wisdom
that they may establish guidelines for the
future that our laws may ever enunciate
right and justice. Bless the government of
this state. Bless the President of our na-
tion. Bless all who have authority to rule
and grant that they may have calm judg-
ment and be sustained by Thy power and
guidance.
May our people walk in the way of re-
newed faith and righteousness and respect
for the law. Grant that there may be rev-
erence in the use of freedom and true stew-
artship of privilege and generosity and
protection of the week. Grant to us pru-
dence in proportion to our power and wis-
dom in proportion to our science and hu-
maneness in proportion to our will and so
may justice and opportunity become the
possession of all our citizens, and, our
Heavenly Father, grant that our deepest
trust may ever be in Thee Who are the
Lord of Nations, the King of Kings, our
only hope in life for salvation.
Amen.
THE PRESIDENT: Roll call.
(Whereupon the roll call was taken.)
THE PRESIDENT: Has every delegate
answered roll call? The Clerk will record
the roll call. There being a quorum pres-
ent, the Convention is in session.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
I move the adoption of today's calendar.
THE PRESIDENT: Is there a second?
(Whereupon the motion was seconded.)
THE PRESIDENT: All those in favor,
indicate by saying Aye; contrary, No. The
Ayes have it. The motion carries. The cal-
endar is adopted.

We have one report today, Committee Re-
port No. SF-1. The Clerk will read the Re-
port.
READING CLERK: Committee Report
SF-I by the Committee on State Finance
and Taxation, Joseph Sherbow, Chairman,
A Report on the proposed omission from
the Constitution of Article III, Section 35A
of the present Constitution providing as
follows:
"Section 35A. Nothing in this Constitu-
tion shall exempt the salary or compensa-
tion of any judge or other public officer
from the imposition by the General As-
sembly of a non-discriminatory tax upon
income."
THE PRESIDENT: Report SF-I is re-
ferred to the Committee on Calendar and
Agenda.
