[A PROPOSAL that the General Assem-
bly shall establish a uniform system of
compilation and publication of any stat-
ute, resolution, rule, regulation, ordinance,
order, proclamation, or any other action
having the force of law by any unit of gov-
ernment, and that no action having the
force of law shall be effective until it shall
have been so compiled and published.] re-
ferred to the Committee on the Legislative
Branch. There is a supplementary memo-
randum accompanying Delegate Proposal
No. 438 by Delegate Grant.
Delegate Proposal No. 439, by Delegate
L. Taylor. Title,
[A PROPOSAL that no public funds
dispensed by the State shall be used to
violate the right of equal protection by the
State of all its citizens.] referred to the
Committee on Personal Rights and the Pre-
amble.
Delegate Proposal No. 440, by Delegate
L. Taylor. Title,
[A PROPOSAL that the General Assem-
bly shall create a state department of hu-
man resources and environmental planning
with state boards of environmental and
economic planning for the subdivisions and
regions of the State.] referred to the Com-

Delegate Proposal No. 441, by Delegate

which any person may be required by law
to file with the State shall be used against
that person in the prosecution of any of-
fense except perjury; that the State shall
not deny, revoke, or suspend any license
or privilege or take any other action

basis of information which is not a matter

be required to make any administrative ap-
peal of any state action before seeking a
judicial determination of the controversy
in the lowest court having jurisdiction. re-

The Chair has just two announcements.
One, the film "The Mighty Oak," will be
shown in this chamber about 15 minutes
after the adjournment of this session of
the Convention. All delegates who are able
to do so are cordially invited to remain for
the showing of the film.
The other announcement I desire to call
to your particular attention is that the first
committee recommendation to be referred
to the Committee of the Whole, Committee
Recommendation GP 1, will probably be on
the calendar for the Committee of the
Whole tomorrow. This will mark the first
time that the Convention has resolved it-
self into a Committee of the Whole to con-
sider specific recommendations for lan-
guage in the Constitution. The report is
short. There will be, I understand, one or
two minority reports which are also short.
As far as I am advised now, it will not be
necessary to have limitations on debate.
The procedure for the Committee of the
Whole is somewhat different from the pro-
cedure for the Convention in a number of
particulars. We hope to have available for
you very shortly a brief memorandum sum-
marizing these differences so that you will
understand clearly what they are. It will
not be possible to have this available for
you tomorrow. At the beginning of the ses-
sion of the Committee of the Whole I will
state for you the differences. They have
essentially to do with the fact that the pre-
vious question cannot be moved, the Com-
mittee of the Whole, of course, cannot ad-
journ, and can only rise and report back
to the Convention. There is no limitation
as to the number of times a delegate may
speak on the question.
Nevertheless and notwithstanding the
fact there will be a brief summary of these
provisions tomorrow, 1 earnestly request
each delegate to take a few minutes this
evening and read over the provisions of the
rules with respect to the operation of the
Committee of the Whole. It will move much
more smoothly if you do.
Are there any announcements by com-
mittee chairmen? Delegate Kiefer?
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble will meet at 5:30 to hear from
Delegate Gallagher on Proposal No. 401. I
assume, sir, that the movie will be over by
