304 CONSTITUTIONAL CONVENTION OF MARYLAND [Oct. 26]
THE PRESIDENT: Is there any further
discussion? Are you ready for the question?
(Call for the question.)
The question arises on the motion to re-
consider the vote by which Resolution No.
18 was adopted on October 25, 1967. A vote
Aye is a vote in favor of reconsideration.
A vote No is a vote against reconsidera-
tion. If the vote in favor of reconsideration
passes, the Chair will recognize Delegate
Marion for the purpose of making the
other part of his motion. If the motion to
reconsider fails, that is an end to the mat-
ter. Are you ready for the question? A
vote Aye is a vote in favor of reconsidera-
tion, a vote No, a vote against reconsidera-
tion. I think a roll call vote is indicated.
(Whereupon a roll call vote was taken.)
THE PRESIDENT: Have all delegates
voted? Do any delegates desire to change
their vote?
DELEGATE RYBCZYNSKI: Mr. Presi-
dent.
THE PRESIDENT: Delegate Rybczyn-
ski. For what purpose does the delegate
rise?
DELEGATE RYBCZYNSKI: Point of
inquiry. What will happen to the committee
votes while this matter, should it be sent
back to the committee, what will happen
to the committee votes in the meantime?
THE PRESIDENT: I would take it that
if the vote is reconsidered, the matter is in
the same status as it was yesterday before
the Convention acted.
Have all delegates voted? Do any dele-
gates desire to change their vote?
(There was no response.)
The Clerk will record the vote.
There being 89 votes in the affirmative
and 40 votes in the negative, the motion
to reconsider carries. The Chair recognizes
Delegate Marion.
DELEGATE MARION: Mr. President,
I move that Resolution No. 18 be referred
to the Committee on Rules, Credentials and
Convention Budget for consideration, and
report of its consequences in the light of
Convention Rule 28 [29].
(The motion was duly seconded.)
THE PRESIDENT: Delegate Schloeder
seconds the motion. The Chair recognizes
Delegate Marion for any comments in sup-
port of the motion.
DELEGATE MARION: I think all that
need be said was said prior to the vote on
the motion for reconsideration.
THE PRESIDENT: Is there any further
discussion? Delegate Malkus?
DELEGATE MALKUS: Mr. Chairman,
before we vote on this matter on rules,
which really and truly -is a graveyard, 1
would like to ask you, sir, what was the
philosophy behind having the three top
men in this body, you, sir, and the First
Vice-President and Second Vice-President,
appointed to more committees than the
rest of us proletarians?
THE PRESIDENT: I think the answer
to the inquiry of Delegate Malkus was
furnished in the written statement that I
sent to all delegates with the various mem-
oranda appointing committees. I stated
quite explicitly the reasons for appoint-
ment of officers as liaison members of the
committee. It has served that purpose very
well.
I might further state since this inquiry
has been made, that the President, although
a liaison member of the Committee on the
Judicial Branch, the Committee on Local
Government, and the Committee on Style,
Drafting and Arrangement, has never voted
in any committees, and does not intend to
do so.

DELEGATE SCANLAN: Mr. President?
THE PRESIDENT: Delegate Sca-nlan.
DELEGATE SCANLAN: I somewhat
resent in behalf of my colleagues to have
our little committee called a graveyard,
although I do concede there is a spook or
two about the place. (Laughter.)
THE PRESIDENT: Delegate White.
DELEGATE WHITE: Mr. President, I
wonder how my very fine friend Delegate
Scanlan meant the word spook. (Laughter.)
I hope he meant it the right way.
I wonder if I am in order, if I would
make too much a burden, if I offered an
amendment that might be seconded, whereby
the Rules Committee would give some at-
tention to the attendance on the part of
delegates in substantive committee meet-
ings in relationship to the vote, and how it
may influence the final vote following de-
liberations in such a committee.
THE PRESIDENT: Is that your motion?
DELEGATE WHITE: I would move, if
I am in order, that this proposal should be
