Committee, and that we can do that by
action today, first by voting affirmatively
on the motion to reconsider, and then,
secondly, by voting to refer the resolution
to the Committee on Rules.
THE PRESIDENT: Is there any further
discussion? Delegate Gleason.
DELEGATE GLEASON: I wonder if I
might address an inquiry to the Chairman
of the Rules Committee, please.
Could the delegate advise—
THE PRESIDENT: I think I should in-
form the Convention, that the practice of
asking questions of other delegates under
the rules can be charged only against the
time of the delegate to whom the inquiry
is addressed. That is why yesterday, in the
course of discussion, I asked the delegate
addressed in each instance whether he
cared to answer. I make that point now, so
that each of you will keep it in mind that
when you are answering an inquiry the
time is charged against the answerer's time
in debate. Proceed, Delegate Gleason.
DELEGATE GLEASON: May I ask the
Chairman of the Rules Committee whether
he will give me a little of his time?
DELEGATE SCANLAN: I have no ob-
jection to trying to answer it.
DELEGATE GLEASON: What I would
like to know from the Chairman is just
how fast, I think this is a matter of some
urgency and importance to the Convention,
just how fast the Rules Committee will
act on this recommendation, if the matter
is reconsidered and recommitted to the
committee?
DELEGATE SCANLAN: We have one
difficulty. The Chairman and Vice-Chair-
man of the Rules Committee are members
of the Legislative Committee, as you know,
and we are in the midst of important
votes at this present time. Tomorrow there
is no formal session of the Convention. 1
would think we could have an answer to
the floor of the Convention by Monday.
DELEGATE GLEASON: Thank you
very much. I would like to say to the
sponsor of the motion, I think the problem
that has arisen here is not with respect
to the proposal of he sponsors of yesterday,
but it is of the interpretation of Rule 28
[29] as provided to the Convention by the
presiding officer. Not that I think that in-
terpretation is incorrect, but I think that
it was not the intention of the rules them-
selves, to have this individual sitting there
as a member of the committee, if in fact
he was a nonvoting member.
I would hope when the Rules Committee
takes this matter under consideration, they
will come out with an amendment to Rule
28 [29] that will set this matter right once
and for all.
I frankly think the Convention goofed
on this matter. I had never understood that
a member of two committees, on two sub-
stantive committees, would have two sep-
arate votes. I think that is contrary to the
interests of this Convention, but I will
support the move to reconsider, because I
think the Committee ought to do this job
right once and for all. Thank you.
THE PRESIDENT: Is there any further
discussion? Delegate Beatrice Miller.
DELEGATE MILLER: Point of inquiry,
please. Is it necessary to amend the motion
so that the Rules Committee can recon-
sider Rule 28 [29] ?
THE PRESIDENT: As I understand it,
if the motion to reconsider passes, Delegate
Marion will then move to refer Resolution
No. 18 to the Committee on Rules.
DELEGATE MILLER: At that time, it
could be amended to also include Rule 28
[29] ? May I now amend the motion for
reconsideration—
THE PRESIDENT: Just a second. The
only matter before us now is the motion to
reconsider. Do I understand your inquiry
to be that if following that, and a recon-
sideration, Resolution No. 18 is referred to
the Committee on Rules, could they submit
an amendment to Rule 28 [29] ?
DELEGATE B. MILLER: Yes.
THE PRESIDENT: That is your in-
quiry?
DELEGATE B. MILLER: Yes, sir.
THE PRESIDENT: I think they could
submit an amendment to Rule 28 [29]. I
think under the rules, it would have to lay
over unless the rules were suspended for
consideration. I would have no doubt this
Convention would suspend the rules.
DELEGATE B. MILLER: Thank you.
THE PRESIDENT: Is there any further
discussion? Delegate Fox.
DELEGATE FOX: I was one of the
delegates who voted in favor of the motion
yesterday. I rise in support of the motion
today, saying I would like an opportunity
to reconsider the vote.
