motivated by one all-consuming desire to
promote only what is good for this great
state. Our citizens depend upon us, we
depend on You. Knowing how feeble our
efforts are at times, we turn to You for
light and guidance, Oh, God of Goodness
and Mercy.
Amen.
THE PRESIDENT: Roll call.
(Whereupon a roll call was taken.)
THE PRESIDENT: Have all delegates
answered the roll call?
(There was no response.)
The Clerk will record the roll call. There
being a quorum present, the Convention
is in session.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
I move the adoption of today's calendar.
(The motion was duly seconded.)
THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered. The calendar
is adopted. Delegate Rybczynski.
DELEGATE RYBCZYNSKI: Mr. Presi-
dent, I rise on a point of personal privilege.
THE PRESIDENT: State the privilege,
please, sir.
DELEGATE RYBCZYNSKI: Mr. Presi-
dent, if it were not so serious, it would be
funny. However, it seems that a delegate
took occasion yesterday to read something
evil and devious into my vote on Resolution
No. 18; and not only thought so but used
certain expression in talking to a Balti-
more Sun reporter.
I should like to explain, Mr. President,
that 1 supported and sought support for
Senator James as President of this Con-
vention. When he has visited our committee
room, we have been on nothing but the
most friendly and amicable basis. We have
talked to each other constantly in the halls.
I hoped that as this convention progressed
we would become not just acquaintances
but fast friends.
Mr. President, 1 resent the language ap-
plied to me, that 1 stated an untruth. The
dictionary definition of this word is ugly.
I do not appreciate it a little bit. 1 in-
quired of the maker of the statement as
to whether or not he did make it. He told
me yes. And he attempts to support that
word with nothing more than a supposition
on his part. I have spoken to Senator
Clark. He has found nothing wrong in
what I have said to him or our actions
toward each other in the past. I believe
the entire matter belittles this Convention.
Mr. President, I am sorry that the remark
was ever made.
THE PRESIDENT: Next order of busi-
ness is reports of other standing com-
mittees. The second committee recommen-
dation to be presented to the Convention
is before you today, Committee Recommen-
dation No. SF 1. The Clerk will read the
recommendation.
READING CLERK: Committee Recom-
mendation SF 1 by the Committee on State
Finance and Taxation, Joseph Sherbow,
Chairman. A recommendation that the Con-
stitution include a provision for post audit
of state finances.
THE PRESIDENT: Committee Recom-
mendation SF 1 is referred to the Com-
mittee of the Whole. I call to your atten-
tion that there is accompanying Committee
Recommendation SF 1, Committee Mem-
orandum SF-1, comprising two pages.
Reports from any other standing com-
mittees? For what purpose does Delegate
Sherbow rise?
DELEGATE SHERBOW: Point of in-
quiry. At this end of the hall we have the
material in support of the recommendation,
but we do not have the recommendation
itself.
THE PRESIDENT: The committee rec-
ommendation, unfortunately, when it was
first reproduced, omitted the date. It is
being reprinted in the print shop and will
be here very shortly.
DELEGATE SHERBOW: That we have
received, with the date on it, but the actual
Recommendation itself we do not have.
THE PRESIDENT: The Recommenda-
tion is being reprinted with the date and
will be here very shortly.
DELEGATE SHERBOW: Thank you.
THE PRESIDENT: Next order of busi-
ness, introduction and first reading of pro-
posals.
Before reading those, I desire to an-
nounce that at my request Delegate Pro-
posal No. 277 has been returned to me and
1 re-refer it to the Committee on Local
Government.
