298 CONSTITUTIONAL CONVENTION OF MARYLAND [Oct. 26]

row morning at 11:00 A.M.
THE PRESIDENT: Delegate Morgan.
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch
will meet immediately following adjourn-
ment of this plenary session. We will hear
from Delegate Marvin Singer on his Dele-
gate Proposal No. 277. Then we will con-
tinue our deliberations which we hope to
finish by tomorrow noon.
THE PRESIDENT: Are there any
further announcements? Delegate Koss?
DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections will
meet 30 minutes after the adjournment of
this afternoon session and tomorrow morn-
ing at 10:00 A.M.
THE PRESIDENT: Delegate Penniman.
DELEGATE PENNIMAN: Mr. Presi-
dent, the Committee on Style, through the
generosity of the Committee on the Ju-
diciary, will meet in the hearing room of
the Committee on the Judiciary, which is
H-9, ten minutes after the conclusion of
this session.
I would like to ask that all members of
the committee be there because there will
be a telephone conversation with the Vice-
President of Michie Company concerning
the nature of the numbering process and
various other aspects of style. We will hold
only a brief meeting because I am aware
that a number of members of the commit-
tee have substantive questions to vote upon
in their own committees but I would like
to have all of you there ten minutes after
this session closes.
THE PRESIDENT: Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Presi-
dent, the Committee on the Legislative
Branch will meet promptly after the com-
pletion of this session to hear one witness
and thereafter at approximately 4:00 P.M.
will commence voting on six substantive
matters in binding fashion. We urge all
members, please, to be present and I should
urge the Chair to give consideration to the
status of Delegate dark at that particular
time.
THE PRESIDENT: Delegate Dulany.
DELEGATE DULANY: Mr. President,
the Committee on Public Information will
meet at 9:00 A.M. tomorrow morning.
THE PRESIDENT: Delegate Boyer.
DELEGATE BOYER: Mr. President,
the Committee on General Provisions will
meet two and a half minutes after the ses-
sion. I might note, Mr. President, a per-
sonal observation, that I believe today is a
vary historic occasion in this honorable
Convention. Today your hard working
Committee on General Provisions has been
the first one to report a committee recom-
mendation to the Committee of the Whole.
It has been a very controversial one and
probably the catalyst which triggered the
debate on Resolution No. 18.
But may I suggest, Mr. President, that
we will meet today and again tomorrow
morning, in probably a more harmonious
atmosphere, and will continue our hard
working endeavors to get other bills to the
committee. Thank you.
THE PRESIDENT: Are there any
further announcements by committee chair-
men? If not, the Chair recognizes Delegate
Powers, Chairman of the Committee on
Calendar and Agenda.
DELEGATE POMERS: Mr. President,
I move we adjourn to 2:00 P.M. tomorrow.
THE PRESIDENT: All those in favor,
signify by saying Aye; opposed, No. The
Ayes have it. It is so ordered.
(Whereupon, at 3:20 P.M., the Conven-
tion was adjourned to reconvene at 2:00

THE PRESIDENT: The Convention will
please come to order.
The invocation today will be offered by
the Right Reverend Monsignor Thomas D.
Dade of St. Bernard's Catholic Church,
Riverdale, Maryland, Prince George's
County.
REVEREND DADE: Almighty and
Everlasting God, source of all truth and
fountainhead of all knowledge, look down
upon this convention and bless these im-
portant meetings. Our problems today are
both numerous and complex. Of ourselves
we do not know the answers; we need Your
Help. We need Your Help to make the
right decisions. Give us the wisdom to
fully understand why we are here and
