It will be a matter of at least three days
and probably longer before any committee
recommendation can be acted upon.
DELEGATE JOHNSON: Does the Chair
understand that the administrative assis-
tant to the respective committees is pre-
paring the majority report and will not
be able to prepare the minority report until
he completes the majority report?
THE PRESIDENT: I would take it that
the staff advisor, and not the administrative
assistant will be the one preparing the re-
port. We do recognize the problem. In any
instance in which a minority is ready to
move ahead with consideration of the report
and is not able to obtain the assistance of
the staff advisor or the administrative as-
sistant, I would ask that you speak to Mr.
Brooks, the Chief of Staff, and he will en-
deavor to the greatest possible extent to
assign to you a member of the research
staff to assist in preparation of the report.
DELEGATE JOHNSON: Is it the
Chair's desire to see the majority and mi-
nority reports considered by the Committee
of the Whole at the same time?
THE PRESIDENT: Yes, indeed.
Are there any announcements by com-
mittee chairmen?
(There was no response.)
Let me say in amplification of that last
comment that the whole procedure under
which the Committee of the Whole and ul-
timately the Convention will operate is
going to depend a great deal on the coop-
eration of the delegates in getting their
reports, minority and majority, in promptly.
Thereafter the task of scheduling is pri-
marily the task of Delegate Powers and
his Committee on Calendar and Agenda.
They will, to the greatest possible extent
so schedule all debates, all matters that
are general orders before the Committee
of the Whole, that not only will the dele-
gates have both majority and minority re-
ports before them, but they will have had
both reports before them for a sufficient
time to have read them. This is the reason
why it is of the utmost importance that
the minority reports come in promptly.
The Chair recognizes Delegate Kiefer.
DELEGATE KIEFER: Mr. President, I
have a very happy honor of announcing
that today is the 43rd wedding anniversary
of Delegate Godfrey Child and his lovely
wife who is sitting up in the gallery.
(Applause.) I asked her if she ever con-
sidered divorce. She said, murder, maybe,
but divorce, never.
The committee will assemble as soon as
possible after this meeting, so that we can
greet Judge Child and his wife at the com-
mittee room with appropriate greetings.
Thereafter, we will continue our hearings
on excessive bail bonds with State's At-
torney Charles Moylan, Jr. in attendance.
Thereafter, we will also hear from Dele-
gate Gallagher who wishes to speak on
Proposal No. 401, after which we will con-
tinue our discussions on the various mat-
ters before the committee extending on
into this evening.
Tomorrow we will have hearings on emi-
nent domain. There are nine proposals that
have been submitted on this. Proposals 18,
part of 18, 28, 119, 124, 136, 151, 197, 249,
303. If anybody who has submitted one of
these proposals wishes to speak before the
committee and has not already been invited
to do so we will be happy to hear from you
tomorrow morning. I think arrangements
have been made, but I wanted to be sure
the door is open.
DELEGATE SHERBOW: Mr. Presi-
dent, the Committee on State Finance and
Taxation will meet promptly after ad-
journment of this session to continue its
discussions and to take votes on pending
matters. Tomorrow at 10:00 A.M. we will
reconvene for further discussion on the
subject of lottery and budget and other
matters pending before the committee and
for votes on pending matters.
THE PRESIDENT: Delegate Mudd.
DELEGATE MUDD: Mr. President, I
have the honor of announcing today is the
birthday of committee member John Har-
grove, age unannounced. (Applause.) Our
committee will convene approximately 15
minutes after the adjournment of this ses-
sion to continue our deliberations on the
matter of selection and tenure of judges.
Appropriate greetings will be extended to
Delegate Hargrove later in the evening.

THE PRESIDENT: Delegate Moser.
DELEGATE MOSER: Mr. President,
the Committee on Local Government will
next meet at 7:00 P.M. this evening to hear
from Mayor Thomas F. Conley of Cum-
berland and from Professor A. L. Fleming
of Salisbury State College. 1 hasten to add,
not on the subject of education, but on the
subject of municipalities.
There will be subcommittee meetings this
afternoon and tomorrow morning and the
