be shown for any who care to see it at the
same time each day this week other than
Friday. In other words, tomorrow, Wednes-
day, and Thursday, 15 minutes after the
adjournment of the session the film will be
shown in room S-9 of the Court of Appeals
Building in the basement.
The delegates other than those on the
Committee on General Provisions are free
to attend the session this afternoon, the only
limitation being the size of the room which
will not hold a great many more than the
number on that committee.
The script of this film was received to-
day. It is being duplicated and should be
finished tomorrow and if so, will be placed
on your desks in the chamber.
The bouquet on the rostrum today is here
again through the courtesy of Delegate
Dorothy Scott Murray. Thank her very
much. (Applause.)
Are there any announcements by com-
mittee chairmen? Delegate Kiefer.
DELEGATE KIEFER: Mr. President,
the Committee on the Personal Rights and
the Preamble has been discussing labor
rights this afternoon. We will proceed this
afternoon after this meeting to continue
discussion on other areas and this evening
hopefully to get to the subject of freedom
of religion as announced.
Tomorrow we will have a hearing
promptly at 10:00 A.M. on immunity to suit
of government and charitable institutions
and thereafter continue our discussion.
THE PRESIDENT: Delegate Sherbow.
DELEGATE SHERBOW: Mr. Presi-
dent, the Committee on State Finance and
Taxation will meet immediately after this
meeting and will continue its discussions.
Tomorrow morning we will convene again
to discuss the state budget, the bond issues
and assessments.
THE PRESIDENT: Delegate Mudd.
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch has been
considering since 1:00 P.M. today the mat-
ter of chief judges of the court system and
their administrative functions. We convene
15 minutes after adjournment of this ple-
nary session to resume those discussions
and convene again tomorrow morning at
10:00 A.M.
THE PRESIDENT: Delegate Moser.
DELEGATE MOSER: Mr. President,
the Committee on Local Government will
reconvene to continue its deliberations at
7:00 P.M. this evening. It will convene to-
morrow morning at 9:00 A.M. to hear from
Senator John Bishop of Baltimore County,
at 9:20 A.M. Congressman Gilbert Gude is
scheduled to appear. At 10:00 A.M. there
are hearings scheduled on Delegate Pro-
posals 397 and 399 and this also encom-
passes III. These relate to requirements
that certain counties shall have districts
for representation on the county councils
and was the subject of a previous hear-
ing. We are scheduling these times to af-
ford those proponents of 397 and 399 who
may wish to appear before the committee.
THE PRESIDENT: Delegate Morgan.
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch
will meet immediately after today's session
to take up the veto power of the governor,
the organization and reorganization of the
executive branch of the government, and
any limitations on the governor's ap-
pointive power. We will then proceed to
consider the question of the appointive or
elective attorney general, the manner of
appointment of the state treasurer, the
election or appointment of the comptroller,
and the continuation of the Board of Pub-
lic Works as a constitutional office.
Delegate Sherbow is going to appear be-
fore the committee immediately after this
session to discuss the reorganization power
and the Curlett Commission report.
THE PRESIDENT: Are there any other
announcements by committee chairmen?
Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Presi-
dent, the Committee on the Legislative
Branch will meet briefly after the session
this afternoon. Tonight members of the
committee together with representatives of
other committees will meet in Randalls-
town in the public library in Baltimore
County. The committee will meet tomorrow
morning at 9:30 A.M. We will also have
night sessions this week on Tuesday and
Wednesday evenings.
THE PRESIDENT: Are there any other
announcements? Delegate Koss?
DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections met
this morning and hopefully concluded our
discussion and decision on the referendum
part of our responsibilities. We will recon-
vene tomorrow morning at 10:00 A.M. pro-
ceeding to make decisions on all qualifica-
tions other than age.
