274 CONSTITUTIONAL CONVENTION OF MARYLAND [Oct. 23]
THE PRESIDENT: The Convention will
please come to order.
The invocation today will be offered by
the Reverend John W. Holland of the Full
Gospel Baptist Church at Cooksville, How-
ard County, Maryland. Reverend Holland.
REVEREND HOLLAND: May we bow
our heads:
Our Father in Heaven, we thank Thee
for giving us this opportunity to come into
Your Presence. We thank Thee, Father,
for answered prayers and for the patience
as shown with Thy children through all
generations. Even though we have often
been disobedient and unfaithful, Thou hast
bestowed upon us that which has helped
us become the greatest nation on earth. As
we go through this crucial period of our
history, we ask Your Divine Guidance for
our President Lyndon Johnson, and his
Cabinet. We ask also, Thy blessing upon
Governor Agnew and for the members of
the legislature and upon these men and
women who have set out to rewrite the
Constitution of the beautiful State of
Maryland. Give them, Father, the knowl-
edge and ability that they may be able to
write such language into this Constitution
that future generations will have a guide.
We pray Thy blessing, Oh, God, upon all
mankind.
As we go forward in this life, give us
a deeper love for humanity. Help us to go
forward in the name of Your Son, Jesus
Christ, in Whose name we ask this and
all other blessings.
Amen.
THE PRESIDENT: Roll call.

THE PRESIDENT: Have all delegates
answered the roll call? The Clerk will re-
cord the roll call. There being a quorum
present, the Convention is in session.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
I move the adoption of today's calendar.
(The motion was duly seconded.)
THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.
Reports of other standing committees.
There is a report from the Committee on
Rules, Credentials and Convention Budget.
The Clerk will read the report.
READING CLERK: Committee Report
No. R&C-1I by the Committee on Rules,
Credentials and Convention Budget. Report
regarding the Convention budget.
THE PRESIDENT: This report is re-
ferred to the Committee on Calendar and
Agenda. It is being duplicated and should
be here before the Convention adjourns. If
not, it will be on your desk in the commit-
tee rooms first thing tomorrow morning.
Are there any other reports of standing
committees? I understand the report is be-
ing distributed now. No other committee
reports.
Next time is introduction and first read-
ing of proposals. Before we come to that
I call your attention to the fact that there
has been distributed today a memorandum
to accompany Delegate Proposal No. 250,
memorandum by Delegate Bard. The record
of today equals that of last Friday. There
is just one delegate proposal offered today,
Delegate Proposal No. 401.
READING CLERK: Delegate Proposal
No. 401, by Delegates Gallagher, Scanlan,
and Bard. Title,
A PROPOSAL that no law shall be en-
acted respecting an establishment of re-
ligion, or prohibiting the free exercise
thereof.
THE PRESIDENT: Delegate Proposal
No. 401 is referred to the Committee on
Personal Rights and the Preamble.
Are there any motions or resolutions?
(There was no response.)
If not, we move on to announcements. I
have just a very few. I want to call to
your attention the fact that under the an-
nouncement made last Thursday, I think it
was, the time within which proposals must
be filed in order to guarantee to the dele-
gate an opportunity to be heard by the
committee expires one week from today. I
gather that from the way the proposals
have dwindled off in the past few days
that all delegates have just about filed or
introduced all proposals they desire to in-
troduce. If you have in mind one more that
you want to introduce, may I urge you to
do so within the next day or two.
The film, "The Mighty Oak," is going to
be shown to the Committee on General Pro-
visions, 15 minutes after adjournment of
this session in room S-9, in the basement
of the Court of Appeals Building. It will
