Preamble has this morning considered the
questions of rights of labor. The hearing
has not been concluded. We have secured
the use of the senate chamber again this
afternoon, and I would ask the Committee
and all of those persons who wish to ap-
pear to assemble at the senate chamber as
soon as possible after this meeting.
THE PRESIDENT: Delegate Mudd?
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch this
morning heard from Delegate Bennett in
response to Delegate Proposal 38I referred
to our Committee, and we also had exten-
sive testimony from members of the Balti-
more County Bar Association. This Com-
mittee has now concluded its hearing of
witnesses and has also heard from the
sponsors of every delegate proposal re-
ferred to the Committee on the Judicial
Branch.
Immediately following this session we
will resume our consideration of court
structure, particularly the phase thereof
encompassing jurisdiction of the court's
system; the further provisions of the pro-
posed draft will be continued under dis-
cussion tomorrow morning. Thank you.
THE PRESIDENT: Delegate Sherbow?
DELEGATE SHERBOW: Mr. Presi-
dent, the Committee on State Finance and
Taxation heard from a number of wit-
nesses this morning on proposals still pend-
ing. We are going to act on these pro-
posals, and we will meet again as soon as
this session is over. We will meet tomorrow
morning at 10:00 A.M. to continue the de-
bate and the discussion on these pending
issues.
THE PRESIDENT: Delegate Morgan?
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch
this morning decided all of the various is-
sues relating to the office of state's attor-
ney. This afternoon we will take up all of
the various and sundry offices, the office
of state librarian, the office of commis-
sioner of the land office, the surveyor, et
cetera.
THE PRESIDENT: Delegate Moser?
DELEGATE MOSER: Mr. President,
the Committee on Local Government will
reconvene fifteen minutes after this session
to continue its discussion on limitations on
local legislation.
The Committee will meet tomorrow
morning at 9:00 A.M. to hear from the |
Honorable C. B. Morion, .Congressman of
this State, and at 11:30 A.M., we will afford
the proponents of Delegate Proposals 374,
375, 383 and 288 the opportunity to pre-
sent their views on these proposals to the
committee.
These are on miscellaneous matters
which have not been dealt with by the
Committee before.
THE PRESIDENT: Are there any

DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections will
meet fifteen minutes after the adjourn-
ment of this afternoon's session and again
tomorrow morning, continuing our consid-
eration of referendum, and on qualifica-
tions for voting other than age.

gher?
DELEGATE GALLAGHER: Mr. Presi-
dent, the Committee on the Legislative
Branch will meet fifteen minutes after the
end of the session and again tomorrow
morning at 9:30 A.M.; also this evening at
7:45 P.M.

DELEGATE DULANY: Mr. President,
the Committee on Public Information will
meet tomorrow morning at 9:00 A.M.

your Committee on General Provisions is
progressing very smoothly on hearing from
individual delegates on the proposals re-
ferred to our committee. We will continue
this afternoon, and as late tonight as
necessary to hear from each of you who
may want to appear.
Tomorrow morning we have scheduled
Judge Wilson K. Barnes, who will speak
to the Committee at 10:00 A.M. on some
