THE PRESIDENT: Delegate Pullen?
DELEGATE PULLEN: Mr. President,
out of my deep reverence for the protec-
tion of our heritage, being a free people
and myself being a teacher, I am compelled
to call attention to our colleagues to the
importance of October 19. In the little
hamlet of Yorktown, Virginia, where my
father preached slightly more than fifty
years ago, and where I, as a boy used to
swim in the waters of the York, on Octo-
ber 19, 1781, Charles Lord Cornwallis sur-
rendered to George Washington, who
shortly thereafter came to this building,
surrendered his commission to enter civil-
ian life, and then later proceeded to be
President of the Constitutional Convention,
and in this very building, the first call of
that Convention took place. Sir, I would
like to say that this is a sacred day, and
this State House a holy place.
THE PRESIDENT: Thank you, Dr.
Pullen.

THE PRESIDENT: Any delegates pres-
ent now who were not present at roll call
who desire to indicate their presence? Dele-
gate Miller, Beatrice Miller?
DELEGATE B. MILLER: I wish to
indicate my presence.
THE PRESIDENT: Are there any other
delegates present now who were not pres-
ent at roll call?
(There was no response.)
THE PRESIDENT: The Chair recog-
nizes Delegate Powers, Chairman of the
Committee on Calendar and Agenda.
DELEGATE POWERS: Mr. President,
I move we adjourn until 2:00 P.M. tomor-
row.
THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.
(Whereupon, at 2:15 P.M., the Conven-
tion was adjourned to reconvene at 2:00
P.M. on Friday, October 20, 1967,)
PLENARY SESSION
OCTOBER 20, 1967—2:00 P.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
door.
The Convention will please come to order.
The invocation today will be offered by
the Reverend Lyle B. Buck of the First
Presbyterian Church of Howard County in
Ellicott City. Reverend Buck.
REVEREND BUCK: Let Us Pray:
Oh, God, Our Father, we pause for a
moment of prayer at the outset of today's
session. We ask Thy blessing on each dele-
gate and the constitutional document over
which they labor. Help each delegate to be
rich in the attitude of spirit that will nur-
ture a great and ordered framework for
our state. Imbue them with new impetus
to preserve our heritage of liberty, free-
dom, truth, justice, faith, and life. Grant,
we pray, unto each delegate, consistent
humility so that as they come together they
might truly listen to and hear one another.
Help them to be alert to the ramifications
of sincere, oftentimes opposing positions.
May each have the grace to resist the
temptation of yielding to temporary desire
at the expense of permanent value. Guide
Thy. servants, we pray, to use their co-
operative wisdom in distinguishing between
that which is essential and that which is
peripheral and so prosper them to fulfill
with integrity that which was given to
them by the people of Maryland so that
the rich heritage that we have received
from our forefathers may be strengthened
through this day's action for generations
yet to come. We offer this petition in the
name of our Lord.
Amen.
THE PRESIDENT: Roll call.

THE PRESIDENT: Have all delegates
answered the roll call? The Clerk will re-
cord the roll call.
There being a quorum present, the Con-
vention is in session.
The Chair recognizes Delegate Powers,

DELEGATE POWERS: Mr. President,
I move we adopt today's calendar.

(The motion was duly seconded.)
