I think the work of the constitutional
convention commission for this convention
has been extremely valuable to this con-
vention. They did a marvelous job. It took
them about two years to do that job. I
think any future commission should be
given a fair chance to do an equally good
job.
THE CHAIRMAN: Delegate Boyer.
DELEGATE BOYER: Mr. Chairman,
ladies and gentlemen of the Committee, I
think finally the sponsor of this amend-
ment, and the Committee may not be too far
apart. The issue is very clear. I concur
with Delegate Needle in his laudatory
accolade of the Commission draft presented
to us here before we came.
But I think that here this Committee
would have to decide: number one, can the
commission, as appointed, do a job in one
year or, number two, in the alternative, is
it necessary for them to do it, should they
have two years.
Frankly, your Committee on General
Provisions met, we discussed this matter.
We felt that an equally good job could be
accomplished in the one year term and also
could be made two, three, four, five years.
We suggested therefore lor your considera-
tion to adopt the one-year period in which
the commission should get their job fin-
ished. Leave it up to your good judgment.
If you feel they can do it in one year,
vote with the Committee; if you feel it
takes two years to do it, vote with the
amendment as proposed. Thank you.

DELEGATE JAMES: I have been work-
ing without benefit of a proper copy but
it seems to me, and I may be subject to
correction on this, if the time within which
the convention is to be called is changed
from one year to two years, then the time
when the General Assembly shall provide
for the calling of the convention should be
really not the next regular session but
the second regular session after the decision
of the voters is made. I think some amend-
ment to effect this change should be in
order. I have not had a chance to —
THE CHAIRMAN: Delegate James, the
Chair has two suggestions to make. I do
not know that it would be absolutely im-
perative to change it to the next section
because this would purely be providing for
the convention, but, in any event, should
the change not be at the second regular
session but something like not later than
at the second regular session —
DELEGATE JAMES: Something to that
effect. I am worried about this. I v/ould
have an election in the fall, November, and
the governor would have sixty days to ap-
point his commission. It would be pressing
things rather hard to ask the commission
to make all necessary technical studies and
provide a proper bill for the calling of a
convention to the General Assembly. You
are very familiar with all the problems
involved in that.
THE CHAIRMAN: Would there be any
objection to considering the amendment of
Delegate James that would change the
sentence beginning in line 18 continuing
in line 19 so that instead of reading "at its
next regular session," it would read at "not
later than the second regular session" with
the understanding that the amendment will
be printed and circulated and on your desk
later? There is no objection to considera-
tion of the amendment. Therefore, this will
be Amendment No. 7. On page 1 in line
19 strike the words "its next" and insert
in lieu thereof the following words "not
later than the second". The amendment is
now before you. Do you wish to comment
further, Delegate James?
