man, how would that apply to the provision
for a referendum in line 6? Is this to pre-
suppose that the call mentioned in the

the Committee Recommendation on lines 6,
7, and 8? For example, if there was a
referendum and the referendum was de-
feated would this then preclude this man-
datory provision? I would think this

the correction was made too quickly. I
think the change in line 6 should not have

G. This should be amendment G, that will
be Amendment No. G. The Clerk will read

DELEGATE NEEDLE: Mr. Chairman,
this amendment changes from one year to
two years the time during which a consti-
tutional convention commission will have
to do its work.
Note that a constitutional convention
commission would be appointed within sixty
days after a convention is called. It must
then organize, conduct its research, its
hearings, its deliberations, and print its
recommendations, well before the election
of delegates.
It would be impossible, I submit, to do
all this within the time otherwise per-
mitted by Committee Recommendation
GP-8 which, if you figure carefully, would
be approximately six months.
