2604 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 19]

since -we passed the last amendment, it
would be very vital to functions of an
efficient commission to allow the legislature
a little time to implement some of these
provisions. I would not oppose Senator
James' amendment.

THE CHAIRMAN: Is there any further

The question arises on the adoption of
Amendment No. 7 to Committee Recom-
mendation GP-8 to strike from line 19 the
words "its next" and insert in lieu thereof
the words "not later than the second".

A vote Aye is a vote in favor of Amend-
ment No. 7. A vote No is a vote against.
Cast your votes.

Has every delegate voted? Does any
delegate desire to change his vote?

The Clerk will record the vote.

There being 122 votes in the affirmative
and none in the negative, the motion
carries. The amendment is adopted.

Amendment H will therefore be Amend-
ment No. 8. The Clerk will read the amend-
ment.

READING CLERK: Amendment No. 8 to
Committee Recommendation GP-8, by Dele-
gates Needle, Hardwicke, and Sollins: On
page 1 in line 16 after the word "conven-
tion" insert the following words: "or within
two years after the governor or General
Assembly calls a convention".

THE CHAIRMAN: The amendment hav-
ing been submitted by Delegate Needle and
seconded by Delegates Hardwicke, and Sol-
lins, the Chair recognizes Delegate Needle.

DELEGATE NEEDLE: Mr. Chairman, I
ask unanimous consent to delete the words
"the governor or" in lines 3 and 4 of the
amendment.

THE CHAIRMAN: Is there any objection
to modifying the amendment by deleting
in lines 3 and 4 the words "the governor
or"? The Chair hears none and the amend-
ment will be so modified.

Delegate Needle.

DELEGATE NEEDLE: Mr. Chairman,
this is just a housekeeping amendment to
effectuate the change made by virtue of
Amendment No. 6 and I do not think re-
quires any further elaboration.

THE CHAIRMAN: Delegate Boyer.

DELEGATE BOYER: I concur with
Delegate Needle and in order to increase
his batting average, I suggest we approve
this amendment.

THE CHAIRMAN: Is there any further

DELEGATE BOILEAU: In the gallery
is one of the many citizens who worked
long and hard for one of the delegates to
this convention, Mr. William McDowell,
who was campaigning for Delegate Fornos.
I hope the convention will give him a warm
welcome.

(Applause.)
T.HE CHAIRMAN: Delegate Cicone.

DELEGATE CICONE: Mr. Chairman, I
rise on a point of personal privilege.

THE CHAIRMAN: State the privilege.

DELEGATE CICONE: We have with us
today a very proud mother, Mrs. Dabrow-
ski, Sr., and Mrs. Edward Dabrowski, Jr.,
Delegate Dabrowski's lovely wife. I wish
