2562 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 15]

All those in favor signify by saying Aye;
contrary, No. The Ayes have it. It is so
ordered.

Committee Recommendation LB-3 is re-
ferred to the Committee of the Whole.

The Clerk will read Committee Recom-
mendation LB-3.

READING CLERK: Committee Recom-
mendation LB-3 by the Committee on the
Legislative Branch, Francis X. Gallagher,
Chairman.

A RECOMMENDATION in support of
Committee Recommendation LB-3 that por-
tions of article 3 of the new constitution
dealing with the legislative branch provide
for congressional redistributing procedure,
continuity of government during emergen-
cies, limitation of corporate characters to
read as follows:

THE PRESIDENT: The Committee Re-
commendation LB-3 will be received and
distributed.

Committee Recommendation JB-2. The
Clerk will read the recommendation.

READING CLERK: Committee Recom-
mendation JB-2 by the Committee on the
Judicial Branch, F. De Sales Mudd, Chair-
man.

A RECOMMENDATION that the con-
stitution contain a provision requiring that
the full cost of the judicial system be borne
by the State.

The PRESIDENT: Committee Recom-
mendation No. JB-2 is received after Nov-
ember 17 requires the approval of this body
for its receipt. The Chair recognizes Dele-
gate Mudd.

DELEGATE MUDD: May I move that
this rule be suspended to allow this Recom-
mendation JB-2 of the Judicial Branch to
be received.

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT It has been moved
and seconded that approval be given to the
receipt in action on Committee Recom-
mendation JB-2.

READING CLERK: Committee Recom-
mendation JB-2, F. DeSales Mudd, Chair-
man.

In its memorandum supporting Commit-
tee Recommendation JB-2, the Committee
on the Judicial Branch indicated that the
entire cost of operating a judicial system
should be borne by the State. The Commit-
tee further recommends that a provision to
this effect be included in the article on state
finance and taxation.

THE PRESIDENT: Committee Memo-
randum No. JB-2 will be received and dis-
tributed. The Chair calls your attention to
the fact that both of these reports and re-
commendation and memorandum have been
printed, have been placed on your desk to-
day, particularly so that you could take
them with you over the weekend. They will
probably be on the calendar for considera-
tion on Tuesday.

I have an announcement which I have
been asked to read to you. The pages wish
to thank all delegates, staff, and others,
who are making their Christmas party pos-
sible. In return, the pages would like all
delegates to know that they will be sure
to reelect the same delegates to the next
Constitutional Convention since they now
have the right to vote.

(Laughter and applause.)

THE PRESIDENT: I also want to call
your attention to the news summary placed
on your desk this afternoon by the news
service. I call your attention particularly
to the fact that this is not a reproduction
of a local newspaper, but of the Tulsa
Tribune of Tulsa, Oklahoma. You will find
it interesting reading. I think the story
probably results from the fact that the
Convention was visited some weeks ago by
one of the members of the Oklahoma legis-
lature who spent some four days here. Are
there any other announcements by commit-
tee chairmen?

DELEGATE MOSER: The Committee
on Local Government will meet at 12:00
noon on Tuesday.

THE PRESIDENT: Delegate Mudd.

DELEGATE MUDD: Mr. Chairman, the
Committee on the Judicial Branch, except
for Delegate Schneider, will meet at 1:00
P.M. on Tuesday. Delegate Schneider will
please meet me behind the wood shed as
soon as we recess.

THE PRESIDENT: Are there any other
announcements by committee chairmen?
