I must urge that if this amendment
should pass, the language is not much bet-
ter than the original language. Once again
we have elevated into the constitution some-
thing that has always been statutory and
has never been in the constitution and adds
nothing and for the reasons already put
forth and for the reasons that have already
been stated by Delegate Moser, I urge that
you support the amendment.
THE CHAIRMAN: The Clerk will ring

The question arises on the adoption of
Amendment No. 5 to Committee Recom-
mendation GP-6. Amendment No. 5 would
delete all of section 5 as section 5 has been
amended by Amendments 6, 7, and 8. You
are, therefore, voting on the deletion of the
section versus the section as amended
The question now is on Amendment No.
5 to delete the section. A vote Aye is a vote
for Amendment No. 5 to delete. A vote No
is a vote against. Cast your votes.

the Chair reports that the Committee of
the Whole has had under consideration
Committee Recommendation GP-6, that it
still has it under consideration, and it de-
sires leave to sit again.

commendation LB-3. The Clerk will read

READING CLERK: Committee Recom-
mendation No. LB-3 by the Committee on
the Legislative Branch, Francis X. Galla-
gher, Chairman.
A RECOMMENDATION that portions
of article 3 of the new constitution deal-
ing with the legislative branch provide for
congressional redistributing procedure, con-
tinuity of government during emergencies
and limitations on corporate charters to
read as follows:
THE PRESIDENT: The recommendation
is being received after November 17 and
must have the approval of the Convention
in order to be received. The Chair recog-
nizes Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Presi-
dent, ladies and gentlemen of the Conven-
tion, I move that the Convention receive
the Committee Report LB-3.
