DELEGATE PENNIMAN: Mr. Chair-
man, the Committee on Style will meet at
8:00 P.M. this evening.

THE PRESIDENT: Are there any other
announcements by committee chairmen?

(There was no response.)

Are there any other announcements by
other delegates?

(There was no response.)

All delegates present now who were not
present at roll call may indicate their pres-
ence on supplemental roll call.

The Clerk will record the supplemental
roll call.

The Chair recognizes Delegate Storm.

DELEGATE STORM: Mr. Chairman, I
just wanted to invite the Convention's at-
tention to the fact that there will be no
debate by me on the amendment which is
coming before you on second reading of
section 3.17 of the Legislative Committee,
but I do ask you to read the memorandum
this weekend if you have time to reflect on
it and do some free thinking here. It is a
wonderful idea. Thank you very much for
the opportunity.

THE PRESIDENT: Are there other
announcements?

The Chair recognizes Delegate Powers.
Please remain in your seats a moment.

DELEGATE POWERS: Mr. President,
I move we adjourn until 2:00 P.M. on Tues-
day. I do not recall what the announcement
was.

THE PRESIDENT: The Chair wants to
point out that this means we will have a
session Tuesday night. We have definitely
determined that we will recess for Christ-
mas by Thursday dinner hour. There is
much to be done. This may mean a session
Wednesday night so that you will definitely
have a session Tuesday afternoon, Tuesday
night, Wednesday morning, Wednesday af-
ternoon, maybe Wednesday Night, Thurs-
day morning, Thursday afternoon, but not
Thursday night nor for several days there-
after.

All those in favor will signify by saying
Aye; contrary, No. The Ayes have it. It is
so ordered.

(Whereupon, at 7:40 P.M., the Conven-
tion was adjourned to reconvene at 2:00
P.M. on Tuesday, December 19, 1967.)

PLENARY SESSION
DECEMBER 19, 1967—2:10 P.M.
PRESIDENT H. VERNON ENEY,

PRESIDING

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The Convention will please come to order.

The Invocation will be offered by the
Reverend Howard M. Amoss, Easton Dis-
trict Superintendent of the Methodist
Church from Easton. Maryland. He is Dele-
gate Marvin Smith's minister.

Reverend Amoss.

REVEREND AMOSS: Our Heavenly
Father, we stand to recognize that the
whole earth is the Lord's and the fullness
thereof, the world and they that dwell
therein. As flowers turn their faces to the
sun, help us to turn to Thee. As trees draw
their life from the bounty of earth and
sky, help us to draw upon the holiness of
Thy presence. Help us to know that Thou,
whose eye is ever upon the sparrow, art
ever watching over this Constitutional Con-
vention.

O giver of all gifts, make these dele-
gates equal to the serious and historic de-
mands upon them. Make them to become an-
swers to the many problems they face.
Make their best vision of mercy and truth
so real that they will follow the highest and
give their best. Imbue them with the in-
sight to read Thy purposes in the facts and
the events before them. Lead them to fol-
low a lasting faith in mankind even when
it is not given man to see all the way.
Grant that they may be given the glory of
lighted minds to think out a worthy Con-
stitution, serving with skill and anointed
with Thy concern. Grant them daily hope
and courage, eyes to see, ears to hear,
walking before Thee in the way of Thy
laws and the words of Thy Commandments.

O Divine Providence, guide our State
and our Nation. Deliver us from evil, turn
us from pitfalls and keep us on the high-
way of a righteous vocation, until our
work is truly done. For Thine is the king-
dom and the power and the glory, from
ages to ages, and sealed in truth. In Thy
Spirit we pray. Amen.

THE PRESIDENT: Roll call.
(Whereupon, the roll was called.)

THE PRESIDENT: Has every delegate
answered the roll call?
